With a budget of around £365m, three hospitals and 5,500 staff, North Tees and Hartlepool NHS Foundation Trust provides hospital-based services to the population of Hartlepool, Stockton on Tees and parts of East Durham and Sedgefield as well as community, therapeutic and screening to a wider population across Durham and Teesside.

Job overview

We have a fantastic opportunity for a Digital Programme Manager to join us. We are seeking self-motivated, experienced candidates who can influence, drive and deliver the requirements of a major digital change programme. 

 

Following years of joint working between North Tees & Hartlepool and South Tees Hospitals NHS Foundation Trusts, we have formally agreed to form a group to enable closer partnership across our two organisations. By formalising this partnership, the group will deliver better outcomes for: Our patients,  our staff, and the wider population we serve, by collaborating to work on endemic health issues and having a coherent voice to represent the people of the Tees Valley and parts of County Durham and North Yorkshire.

The group model means that our two organisations remain separate so they can represent their communities effectively, but it has the flexibility to enable the Trusts to work at scale to take strategic decisions, which benefit the group as a whole and the patients we serve.

This is a complex and exciting programme of change. Our group is ambitious to deliver more together for the populations we serve; developing clinical services that reflect the best use of resources. We will achieve this by working together to improve the health and wellbeing of the communities we serve, tackling the long-term inequalities in health that the pandemic has exacerbated, and playing a part in bringing more inward investment to the area.

Main duties of the job

The post holder will play a key part in the development of the collaborative working within Digital Services as part of the exciting transformation work being undertaken by the University Hospitals Tees Group. The post holder will work across the two organisations supporting the transformation strategic development leading the programme, project planning and delivery support to the Group Chief Information Officer.

Detailed job description and main responsibilities

The role will provide project and programme oversight for the whole programme of work working closely with the Group Chief Information Officer across the two organisations in the development, delivery and monitoring of the whole programme of work. The post will be hosted by North Tees & Hartlepool NHS Foundation Trust on behalf of University Hospitals Tees.

Qualifications & Training

Essential criteria
  • Master’s Degree Level or equivalent level of experience
  • Recognised Programme /Project/PMO Management Qualification (eg. PRINCE2, MSP, P30)
  • Evidence of continuous personal and professional development in leadership and management

Experience

Essential criteria
  • Extensive NHS experience at senior management level including line/ matrix management of teams and presenting at a senior level ie. Board / sub-committees
  • Experience of commissioner negotiation, related to contract management, changes to service specification etc.
  • Significant experience of successfully delivering large-scale programmes and projects of change in a health or service sector
Desirable criteria
  • Experience of utilising service improvement tools such as lean, six sigma
  • Experience of undertaking public consultations and engagement with statutory bodies on service changes (eg. Health and Overview Scrutiny Committees)

Knowledge

Essential criteria
  • Expert understanding of change management, including formal processes for managing organisational change
  • Demonstrable problem solving and negotiation techniques
Desirable criteria
  • Demonstrable knowledge of the services and activities of the Trust
