Exciting opportunity to work within the Clinical Procurement team at University Hospitals Plymouth NHS Trust as a Category Manager.

The job role is very varied, offering daily challenge with rarely 2 days being the same.  Main responsibility includes the management of procurement activity for the capital equipment rolling replacement programme.  This often supports improved patient services, added value and technical innovation with clear benefits to the patients of Derriford Hospital and the wider healthcare community.

The successful candidate will have access to best-in-class procurement training to support the Head of Clinical Procurement with the delivery and management of the Procurement Category Management (CM) non pay savings programme.

***Preference will be given to internal Trust staff, as well as Priority and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

The desired candidate will have fantastic communication skills with the ability to build relationships and provide a professional procurement service.  

Required to regularly meet and engage with stakeholders at all levels within the organisation to ensure procurement support and equipment delivery is co-ordinated for multiple projects across a developing hospital site.   Best practice procurement processes followed for compliance with internal and external governance requirements and demonstrated evidence of value delivered as an output of each procurement activity.

The desire to become a category expert is essential along with ability and confidence to lead procurement strategies and co-ordinate resource to meet conflicting deadlines.

Demonstrable experience in the development of sourcing strategies is required to ensure further strategies can be developed for designated spend categories.

Evidenced engagement with external bodies to include framework providers and regional peers to ensure all procurement activity is conducted in line with public sector procurement processes. 

Staff management responsibility is a key part of the role and the required job holder will help support individual development and display the respected qualities of good leadership.

1.      Responsible for developing sourcing strategies for designated spend categories

2.      Is expected to manage their own and any staff’s delivery of recurring savings and inflation management

3.      Responsible for tendering, contract management and negotiation within designated spend categories

4.      Provide monthly summary activity and risk reports to the Senior Procurement team of non-pay savings progress against agreed targets

5.      Support the department in creating a positive Procurement brand and identity, that ensures the corporate Procurement function is valued and the “first stop” for all commercial activity

6.      Responsible for ensuring all Procurement is conducted in line with the procurement strategy, Trust SFI’s, SO’s, and UK law

7.      Develop and deploy sourcing strategies that deliver cost savings, drive out waste and improve patient care e.g. New technology introduction, managed services, product and supplier standardisation and rationalisation

8.      Support Scan for Safety (GS1) implementation, Lord Carter review programme and Success Regime delivery as required

9.      Liaise with collaborative partners in assessing collaborative opportunities within areas of responsibility

10.   Assist in the development of collaborative work plans through identification of local opportunities which may have broader strategic potential

11.   Oversees the successful implementation of regional-wide projects that fall within designated categories

12.   Manages markets, suppliers and product research to inform sourcing and trust strategy development

13.   Is fully conversant with the Trusts SFI’s, SO’s and SOD and provide relevant training to internal and external stakeholders where appropriate

  • Demonstrable procurement experience including ability and experience to produce tenders, quotations, tender evaluations and drafting contracts in accordance with UK legislation, Trust Standing Financial Instructions and Standing Orders
  • Proven knowledge of negotiation tools and techniques and financial adjudication of complex high value contracts
  • Understanding of the commercial mechanics of the NHS, or transferable knowledge from the private sector

  • Demonstrable experience in managing services related procurement projects

Qualifications

  • Degree within related field or demonstrable relevant experience
  • Studying towards or gives a commitment to obtain a Chartered Institute of Procurement and Supply (CIPS) Professional qualification (Graduate or Advanced Diploma in Procurement & Supply) or relevant equivalent qualification

  • MCIPS registered
