NHS Devon Integrated Care Board (ICB) is looking for a Locality Commissioning Specialist to join our dynamic team.  Working as part of our commissioning team, this role will focus on locality-based commissioning, (primarily in Plymouth) supporting the delivery of services tailored to meet the specific needs of communities across Devon.  As a Locality Commissioning Specialist, you will play a key role in shaping and delivering commissioning plans at a local level. You will work closely with system partners, including NHS providers, local authorities, and voluntary organisations, to ensure services are designed and delivered to meet the needs of the local population. You will use data, evidence, and insights to inform commissioning decisions, ensuring that services are efficient, effective, and responsive to the needs of patients and communities.  A key aspect of the role will involve representing localities at meetings, forums, and decision-making groups. You will act as a voice for local communities, ensuring their needs, challenges, and priorities are reflected in discussions and decisions. This will require excellent relationship-building skills and the ability to work collaboratively with a wide range of stakeholders, ensuring that the local perspective is central to the development and delivery of healthcare services.  

Main duties of the job

Your responsibilities will also include supporting the development and implementation of commissioning strategies and plans, managing specific projects and programmes, and working collaboratively with stakeholders to achieve shared goals. You will monitor and evaluate the performance of commissioned services, ensuring they deliver value for money and improved outcomes for patients.  

We are looking for a highly motivated and organised individual with excellent communication and relationship-building skills, and the ability to represent localities effectively and work collaboratively with stakeholders at all levels. You should have experience in using data and evidence to inform decision-making, as well as strong analytical and problem-solving skills. A commitment to improving health outcomes and reducing inequalities is essential.  Importantly, you will have the skills and experience to work collaboratively with system partners to transform healthcare for local communities.

Experience, Knowledge & Qualifications

Essential criteria
  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
  • Relevant post graduate degree or equivalent level of experience.
  • Significant experience of successfully operating in a politically sensitive environment
  • Demonstrated experience of co-ordinating projects in complex and challenging environments.
  • Experience of managing risks and reporting.
