Job overview

The Deputy Director - Procurement & Supplies will provide leadership and direction to ensure University Hospitals of Derby and Burton NHS Foundation Trust achieves optimum value for money from the procurement of goods and services required to enable the delivery of high-quality patient care. This will require an exceptional customer focus, including close working with stakeholders across the Trust and with current and prospective suppliers as well other NHS partners across the region. The postholder will ensure the Trust’s continuing compliance with procurement legislation and guidance.

Main duties of the job

The Deputy Director - Procurement & Supplies will:

  • contribute to the delivery of the Trust's strategy and annual priorities, in particular in relation to value and sustainability.
  • lead the commercial procurement and supply chain function for the Trust 
  • will support the development of the procurement strategy that encompasses the Trust's wholly owned subsidiary.
  • provide professional leadership and advice ensuring adherence and alignment to the Trust's policies and procedures and procurement law.
  • represent the Trust locally, regionally and nationally level to help derive forward procurement and supply chain initiatives through partnership.
  • will facilitate a continuous quality improvement approach within the department, ensuring our procedures and systems deliver an effective, high quality and integrated service.

Detailed job description and main responsibilities

The post holder will play a lead role assisting the Executive Chief Financial Officer and Director of Strategic Finance to direct and make effective use of NHS resources within the Trust, in the Integrated Care Systems (ICS) of Derbyshire and Staffordshire and across the wider region.

Develop and deliver the Procurement and Supply strategy in line with the overall Trust strategy to achieve value and sustainability and ensure exceptional care for our patients. Collaborate with ICS procurement leads to ensure alignment to the development of systems procurement strategies.

Responsible for the provision of expert procurement advice and guidance to ensure robust procurement and supply chain practices within the Trust including procurement advice to Pharmacy, Estates and NHS service contracts.  The role will also be required to advise and support on the procurement and contracting arrangements with the Trust's wholly owned subsidiary.

This role will implement the national procurement initiatives recommended by the DHSC, NHSE and the NHS Central Commercial Function and to ensure the supply of all goods and services purchased are risk assessed and comply with NHS and Trust Standards and Policies. 

Review and update purchasing policies and procedures as required to reflect changes in UK and European procurement legislation, Trust Standing Orders and Standing Financial Instructions, ensuring Trust policies and procedures reflect best practice, innovative approaches to procurement and support improved safety and quality for patients.

Manage highly complex tendering processes from initial scoping to contract award in accordance with UK legislation, EU procurement directives and local Trust Standing Orders, Standing Financial Instructions and governance procedures.

To be accountable for the Contract Management Framework and to lead and advise on effective contract management of major products, managed services and joint venture partnership projects, to leverage value and performance, and refine product and service delivery by suppliers throughout the life of the contract. Develop and maintain modern methods of tracking supplier and supply chain risks.

Lead and manage the central Procurement Department and take overall responsibility in ensuring that the team has the right level of training and specialist skills to deliver the agreed standards and performance targets required by the Trust. Implement a team structure which supports Divisional teams to maximise procurement savings opportunities in line with agreed annual targets.

Lead the development of the Procurement system to ensure there are tight control processes, excellent data quality which can all be evidenced through a robust reporting process.  This will enable the Procurement team to evidence and drive the delivery of savings opportunities together with clinical and operational colleagues. This will require the presentation of performance reporting and provide comprehensive management information and in-depth spend analysis when requested. 

Lead the investigation and implementation of opportunities for broader savings in inventory and supply chain costs. Develop and agree the annual departmental Procurement and Supply cost savings targets within the annual planning process and develop and agree the annual procurement workplan with Divisional management teams. 

Create and sustain excellent communication and productive working relationships with key stakeholders in the Trust and beyond, including clinicians, divisional managers, Trust executive directors and Board members.

Develop and lead relationships with other NHS bodies, other public sector bodies and private sector procurement organisations. 

Represent the Trust with external suppliers, regional and national procurement and supply chain bodies, and others as required.
