The friendly and collaborative Healthier Futures Programme Management team are based in their own offices on site at Leighton Hospital, Crewe.  We also have offices at Infinity House in Crewe.  The Trust supports flexible working and is located in a beautiful countryside setting with excellent city links.

Main duties of the job

To develop a comprehensive procurement strategy aligned with scheme goals and timelines, ensuring compliance with procurement regulations and the wider HF procurement and commercial strategy, conducting thorough market research, engaging the market and evaluate suppliers to identify potential vendors, ensuring the selection of reliable and cost-effective partner

The post-holder will be responsible for ensuring effective processes are in place relating to procurement for the hospital redevelopment., ensuring that social value is embedded into all our procurement processes to enable successful delivery of the programmes social value strategy  

The post-holder will need to proactively work independently to develop robust procurement relationships with both internal and external customers, ensuring continuous improvement and quality are achieved.  The post holder will be responsible for the development and continuous improvement of the procurement work plan for the programme. 

Responsible for designing, supporting and delivering training to the wider programme team and the programmes procurement work plan and ensuring sufficient resource is in place, maintaining and overview of all projects and ensuring interdependencies and progress are monitored and reported as necessary.

Detailed job description and main responsibilities

The Procurement Lead will have a particular focus on developing an equipment and supplier strategy that will include working with finance and clinical workstreams (and other workstream leads) to help with the identification, assessment, production and coordination of: 

    • Any existing equipment to be transferred.
    • New equipment being procured in advance of the scheme.
    • Equipment being procured as part of, or in parallel with, the scheme.
    • Specialist equipment requirement
    • Method of procurement (buy vs lease etc.)
    • A costed equipment schedule and lifecycle based on the above.
    • A high-level / outline costed equipment schedule for inclusion in the OBC
    • A costed equipment schedule based on room data sheets for the full business case

Qualification Requirements

Essential criteria
  • Degree (Business & Finance) or equivalent or Member of C.I.P.S.
Desirable criteria
  • Working towards M.B.A. / M.S.C. in Procurement and Supply or direct equivalent

Experience & Achievements

Essential criteria
  • Substantial purchasing management experience in the NHS or public sector
  • Ability to undertake work and delivery of complex high value contracts
  • Experience of Capital purchasing
  • Ability to demonstrate a record of significant achievements in procurement
Desirable criteria
  • Experience of management in a large similar/commercial organisation
  • Demonstrate innovative ideas implemented within the procurement environment
  • Experience of working within a customer service environment
  • Experience of using P to P such as Integra ordering systems

Skills & Knowledge

  • NHS Public Sector procurement guidelines

  • A good understanding of Operating leasing within the NHS / Public Sector

  • High level of proven negotiating skills both with external suppliers and internally with organisation to achieve change
  • High level of influencing, negotiation, and leadership skills to achieve results with minimum supervision
  • Ability to communicate the right level of information in a timely manner
  • Ability to communicate with staff at all levels within the organisation. Ability to use a range of skills to remove barriers which restrict effective communication
