Job overview

An exciting and challenging permanent opportunity has arisen, in the Scheduled Care Directorate within Hywel Dda University Health Board.

The post holder will work within Trauma & Orthopaedics and report to the Service Delivery Manager.  There is extensive collaboration with all staff disciplines across across the 4 hospital sites therefore, regular travelling across the 4 hospital sites is required to support clinical teams, clinical services and administration. 

Main duties of the job

Key areas of responsibility for this post include providing support to the Service Delivery Manager in the management of workforce, all aspects of waiting list and performance management, procurement, finance and quality, safety and governance as well as pro-actively participating in service development and improvement activities. 

You will require recent exposure to relevant management or leadership development programme, and proven NHS experience at 
Managerial level. It is desirable that you have the ability to work
well in high pressure and mentally demanding situations, and manage competing priorities. You will be a team player and able to work with senior managerial and clinical staff.

The post holder is expected to demonstrate clear leadership skills and develop effective working relationships with clinicians, nurses, AHPs, administration and managers throughout the Health Board and wider NHS community, as required.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

48 general practices (four of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

Numerous locations providing mental health and learning disabilities services;

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Qualifications & Knowledge

Essential criteria
  • Educated to Degree Level or Equivalent Experience.
  • Masters Level Qualification or Evidence of CPD to master level
  • Recent exposure to relevant management or leadership development programme.
  • Clear understanding of the key factors critical to the provision of health care, e.g. NHS strategies and policies, local health economy issues, the national performance management framework, financial flows, national initiatives for achieving improved performance etc.
Desirable criteria
  • Leadership or Management Qualifications.
  • Clear understanding of the modernisation agenda, the opportunities for redesigning services and the tools and techniques for achieving service change.
  • Knowledge of the duties imposed on the Health Board by employment law, other legislation, NHS policy and priorities, the requirements of corporate and clinical governance and of the Inspection and regulation environment in which the Health Board operates.

Experience

Essential criteria
  • Proven NHS experience at Managerial level.
  • Working as part of a multi- professional team.
  • Experience of managing and completing programmes of continuous improvement and change management in a complex environment.
  • Experience of conducting negotiations relating to detailed matters.
  • Experience of managing staff and working with staff trade unions/staff representatives.
  • Proven track record of staff and budget management.
Desirable criteria
  • Experience of undertaking service planning taking into account complex and multistranded information, i.e. finance, workforce, clinical equipment and organisational factors.
  • Experience in the management of clinical teams
  • Experience in project Management methodologies
  • Experience of working within a multi-agency environment.
