Job overview

The Workforce Manager - Medical e-rostering will be responsible for implementing, managing, maintaining and developing the medical e-rostering system within the Health Board. They will use specialist knowledge of NHS employment Terms and Conditions of service to ensure that all managers comply with legislation and Health Board policies when creating and implementing rosters.

Main duties of the job

The Workforce Manager - Medical e-rostering will be the lead specialist, supporting the Health Board in the analysis and development of rosters to ensure that they meet the needs of the patients, the service and employment legislation.

The post holder will ensure that a robust, comprehensive education programme is in place that will train managers to use the full functionality of the medical e-rostering system in order to maximise the benefits of the system.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

47 general practices (6 of which are managed practices), 45 dental practices (including 4 orthodontic), 96 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

Numerous locations providing mental health and learning disabilities services;

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Qualifications and Knowledge

Essential criteria
  • Educated to postgraduate diploma level or able to demonstrate knowledge equal to this level in the field of rostering
  • Evidence of continued professional development
Desirable criteria
  • Relevant postgraduate professional qualification or equivalent experience
  • CIPD
  • Knowledge of Medical and Dental Terms and Conditions
  • Management or related qualification or appropriate project management experience at an equivalent level

Experience

Essential criteria
  • Experience of project management either as a project team member or as a project manager
  • Experience of working under pressures to deadlines in a customer focused environment
  • Previous experience of HR IT systems administration or other database based IT solutions
Desirable criteria
  • Significant NHS experience including the use of rostering e-systems
  • Experience of development and management of HR policy and practice

Other

Essential criteria
  • Ability to travel between sites, and wider Wales/UK where necessary in a timely manner
Desirable criteria
  • Welsh Speaker (Level 1)
