The Role:

 

We have an exciting  fixed term/secondment opportunity for a Head of Partnering to lead our team of People and Organisation Development (POD) Partners and join the senior leadership team for the POD directorate.

 In the last year or two we’ve assessed our culture at Public Health Wales, developed a behavioural framework to bring our values to life, taken forward a programme of work on leadership and management development and supported significant change programmes.

Main duties of the job

Key Responsibilities:

 

Leading People & OD Partners to:

Partner Executive Directors and senior managers, delivering strategic support across the employee lifecycle.

Enable the translation of long-term strategy and people strategy into strategic workforce plans that support their delivery.

Maximise performance through personal and professional development.

Acting as a strategic partner to Executive Directors and senior managers.

Leading the People & OD Directorate as a core member of the senior team

Leading on significant change management initiatives to drive organisational effectiveness, 

Collaborating with NHS colleagues across Wales and influencing the All-Wales agenda.

Fixed Term for 12 months to cover secondment.

Detailed job description and main responsibilities

We’re Looking For:


A strong background in leading teams of People & OD Partners / HR Business Partners at a strategic level and an understanding of the importance and impact of culture, values, behaviour, and leadership. Key skills and experience:

 

Proven experience in professional partnering at an executive and senior level.

The ability to develop trusting and effective relationships and engage others through a coaching style.

 Expertise in organisation development and change

A risk-based approach and an improvement mindset

Experience in working effectively in complex trade unionised organisations and fostering positive partnership working.

Understanding of the breadth and complexity of the NHS and Welsh context

Person specification

Qualifications and Knowledge

Essential criteria
  • Educated to Masters level in relevant discipline or equivalent knowledge and expertise.
  • CIPD Level 7 or equivalent qualification in Human Resources or Organisational Development.
  • Chartered membership of CIPD or working towards attainment.
  • Strong knowledge of OD principles, HR best practices, and UK employment law.
Desirable criteria
  • FCIPD or equivalent professional qualification
  • Additional qualifications in change management, coaching, or leadership development.

Experience

Essential criteria
  • Significant experience in a senior HR or OD role, with a track record of delivering successful OD strategies.
  • Proven experience in leading and developing HR teams.
  • Experience in managing change and driving organisational transformation.

Skills and Attributes

Essential criteria
  • Strong strategic thinking and problem-solving abilities.
  • Ability to build effective relationships and influence stakeholders at all levels.
  • Excellent leadership and people management skills.
  • High level of emotional intelligence, with the ability to foster a positive and inclusive work environment.
Desirable criteria
  • The ability to communicate in Welsh
