Digital Inclusion Manager - INTERNAL TO NHS

Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview
As a Digital Inclusion Manager, within the Engagement & Strategic Partnerships Team, you will play a pivotal role in shaping and delivering our approach to digital inclusion. Your efforts will ensure the successful co-production and adoption of national digital systems and solutions for health and care across Wales. You will champion digital inclusion, providing expertise on digital innovation and advances in technology to support digital capability.

Champion Digital Inclusion: Promote and advocate for digital inclusion within the organisation and with external partners.

Workplan Development: Shape and manage a Workplan to maintain and build on DHCW’s Digital Inclusion Charter Accreditation.

Collaboration: Work across DHCW, NHS Wales partners, other national bodies and organisations, and Welsh Government to deliver digital inclusion initiatives.

Monitoring & Reporting: Implement measures and reporting systems to track progress and achieve organisational aims.

Learning and continuous improvement: Build effective networks and keep abreast of global best practice, to share learning and build in continuous improvement to our approach. Share insights and learning to inform policy development.

Relationship Building: Develop strong relationships to support delivery and engagement with seldom heard voices.

Qualifications and Knowledge
Essential criteria
- Educated to Masters Degree level or equivalent level of knowledge or experience
- Highly developed in-depth specialist knowledge and experience of engagement techniques, approaches, and procedures, and managing partnerships and operating in complex ecosystems
- Understanding of health and care issues and current policy agenda for NHS Wales
- Knowledge and expertise on the various tools and techniques of engagement including traditional, innovative, and online engagement methods, tools and techniques
- Detailed knowledge of the legislation governing formal engagement and consultation
- Demonstrated experience of co- ordinating projects in complex and challenging environments
- Experience of drafting briefing papers and correspondence for a senior audience, including Senior Leaders and Executive Directors
- Knowledge of recent Welsh Government initiatives and those of other public bodies relating to digital technology, digital inclusion, digital capability and financial hardship
- Understanding of equalities, diversity and inclusion trends, barriers and strategic responses
- Understanding of the barriers to digital inclusion and how they can be effectively addressed
Experience
Essential criteria
- Experience of developing and delivering digital inclusion and engagement activities across a range of stakeholder groups including service users, national bodies and organisations, patients and public, policy leads, commercial partners and others, to inform and shape organisational working.
- Confident and experienced in developing and managing stakeholder relationships, dealing with competing priorities and negotiating and influencing to drive successful outcomes.
- Sound judgement and decision making involving highly complex facts or situations
- Excellent organisational skills. Able to manage workload and multitask
- Ability to work well under pressure, prioritise workload and meet deadlines
- Proven experience of working with and leading teams across departments and organisational boundaries to drive and deliver outcomes
- Proven experience in developing new processes and procedures and evaluating and improving to deliver greater levels of success
- Demonstrated knowledge of DHCW work and the development and delivery of digital systems and services across health and care in Wales

- Ability to communicate both orally and written, conceptually detailed and complex information effectively and professionally with a wide range of individuals at all levels within the organisation and externally.
- Excellent organisations skills. Ability to work well under pressure, prioritise workload and meet deadlines
- Self-motivated with a pro-active approach with the ability to work independently as well as part of a wider team
- Capable of understanding the wider objectives of DHCW and its context within current government policy and strategic direction
- Excellent IT skills and proficiency in Microsoft Office programmes and new technologies
- Keen to support development of self and others

- Welsh language skills levels 3 or above
