Job overview
A permanent full time vacancy has arisen for a Payroll Team Leader within Employment Services Division in NHS Wales Shared Services Partnership. The position holder will lead a team and will provide a complete and comprehensive Payroll Service to the employees of NHS Wales. It will be necessary at times, to work on a self managed basis to ensure consistent high level of performance delivery in a confidential, accountable and customer focused manner. The ability to speak Welsh is desirable for this role; Welsh and/or English speakers are equally welcome to apply. |
Main duties of the job
Contribute to the provision of a comprehensive payroll service to employees of NHS organisations contracted to the NWSSP (NHS Wales Shared Services Partnership) through a Service Level Agreement. Lead responsibility for a dedicated Payroll Team. Act as the lead contact for a designated Organisation(s) and ensure that the service provided is meeting agreed quality standards through a customer-focussed approach. A key aspect of this role will be the continual review of the payroll policies and processes and to identify and implement changes to service provision by promoting improved ways of working within the NWSSP and stakeholder organisations. Assist the Payroll Services Manager in the implementation of new systems and procedures in line with new legislation. Manage, train and develop the Senior Payroll Officers, Payroll Officers and Payroll Assistants in all aspects of their work. This will include responsibility for supporting and developing individuals within the Team through regular performance updates and Personal Development Reviews for designated staff. Liaise with the other Team Leaders to ensure a consistent approach to working practice and to ensure sufficient supervision is available within the payroll function. Ensure that all requests are handled efficiently and effectively by the Team, whilst maintaining responsibility for specific areas of payroll activity.

Qualifications
Essential criteria
- Degree level or must be able to demonstrate an equivalent level of knowledge and experience gained within the specialist field of payroll, pensions, HR or finance
- Evidence of supervisory and management training and development.
- Extensive knowledge of national regulations for Tax, NI, pensions, and payroll.
Experience
Essential criteria
- Requires specialist knowledge and experience of a wide range of payroll/financial procedures.
- Significant experience at Supervisor level or equivalent including the organisation of staff rotas and monitoring and co-ordinating workload of staff.
- Excellent understanding and experience of complex computerised payroll systems such as ESR or equivalent software.
Desirable criteria
- Experience of working in a shared service environment.

Essential criteria
- Ability to understand, analyse and interpret complex information and data which may be sensitive in nature
- Sound communication skills including persuasive, negotiating, and influencing skills.
- Ability to lead, manage and train a team and to motivate by example.
