We are currently seeking a Patient Experience and Engagement lead for the National Strategic Clinical Network for Cancer. You will develop strong working relationships and partnerships with clinicians, health board/trust, third sector, primary care, and other stakeholders to facilitate a strong community of patient experience and engagement across Wales.

The NHS Executive works in partnership for and on behalf of Welsh Government, in and with the NHS in Wales and is hosted by Public Health Wales.

Our key purpose is to drive improvements in the quality and safety of care - resulting in better and more equitable outcomes, access and patient experience, reduced variation, and improvements in population health.

We do this by providing strong leadership and strategic direction - enabling, supporting, and directing NHS Wales to transform clinical services in line with national priorities and standards.

Main duties of the job

·        To support and advise on the development, implementation and evaluation of a NSCNC strategy for Cancer Patient Experience & Engagement and disseminating to key stakeholders.

  • To provide advice, training and support to NSCNC staff undertaking Patient Experience & Engagement activities within their programmes of work. To lead training courses on patient engagement and other training / events as required by the service.
  • To provide verbal and written reports as requested by NHS Executive, NSCNC, Welsh Government, Cancer Implementation Group and other programmes in respect of Cancer Patient Experience & Engagement.
  • To undertake analysis of complex information (qualitative, quantitative and statistical information) to inform and measure the effectiveness of projects and work streams in relation to patient experience.
  • To plan and organise a broad range of complex cancer Patient Experience & Engagement activities within the organisation.
  • To have a key role in establishing and working with patient and carer-led community groups and Third Sector Organisations to foster partnership working relationships.

Detailed job description and main responsibilities

 

This role will provide specialist advice and support to shape, drive and deliver cancer patient engagement and experience within the National Strategic Clinical Network for Cancer (NSCNC) to provide a national environment for the promotion and support of the Patients’ Voice to be an integral part of Cancer Service improvement and development across all relevant stakeholder organisations.

 

The post holder will provide national insight and feedback into experiences of cancer patients and carers of cancer services in Wales. The post holder will promote the importance of involving cancer patients and carers and the wider public in working collaboratively to improve cancer services in Wales.

 

The post holder will advise and lead on the delivery of Cancer Patient Experience & engagement for the NSCNC and provide advice and leadership across all projects and work streams in relation to patient experience and engagement.

 

The post holder will lead in stakeholder engagement, building effective relationships with colleagues both internal and external to the NSCNC, with staff across disciplines and levels, providing advice to ensure the delivery and improvement of cancer services across Wales, using the feedback data.

 

The post holder will work closely with the Network Manager, Clinical Leads, wider Network team and key stakeholders to ensure the patient voice is incorporated in all systems of work that facilitate service improvement in line with the quality, patient experience and engagement framework.

Qualifications

Essential criteria
  • Honours Degree or equivalent level of experience.
  • Certificate in Communication in Health and Social Care/ similar Qualification or demonstrable experience.
Desirable criteria
  • IQT Silver (or equivalent qualification).
  • Introduction to Statistics qualification. (or equivalent experience).
  • Foundations in patient experience course.

Experience

Essential criteria
  • Significant experience working in an NHS or cancer specific Third Sector Organisation.
  • Experience undertaking a wide variety of Patient Experience & Engagement exercises.
  • Experience of dealing with confidential and sensitive data and its appropriate maintenance and storage.
  • Experience of Patient Experience & Engagement methodologies and producing informational reports to disseminate feedback to support cancer service improvement across Wales.
  • Experience of managing, maintaining and developing systems and procedures to support the inclusion of the patient and carer voice.
Desirable criteria
  • A proven track record and substantial experience of collaborative working and communicating with all levels of health care professionals, patients, carers and members of the public.
  • A track record of leading a strategic Cancer Patient Experience & Engagement programme.
  • Experience of Cancer Patient Experience & Engagement Strategy implementation and delivery.
  • Experience of working collaboratively between NHS and Third Sector Organisations.
  • Experience of utilising Microsoft Office Suite.

Knowledge

Essential criteria
  • Knowledge of Patient & Public Involvement legislation and strategies.
  • Knowledge of NHS Wales’s structures and key policies – particularly cancer services.
  • Knowledge and experience of the challenges and barriers to facilitating patient focus groups.
Desirable criteria
  • Knowledge and understanding of NHS and local Government cultures, structure and policies.

Skills & Aptitude

Essential criteria
  • Demonstrates an understanding of the needs of people living with cancer.
  • Excellent communication, negotiating and presentation skills.
  • Demonstrates the ability to communicate highly sensitive, complex and contentious issues.
  • Demonstrates leadership and ability to work effectively with a broad range of stakeholders including health and social care, Third sector and community sectors.
  • Experience of organising, facilitating and chairing Patient Experience & Engagement events.
  • Experience of working independently and taking accountability for own actions.
  • Is able to work under pressure to tight deadlines and prioritise work.
  • Excellent IT/keyboard Skills.

  • Ability to speak Welsh / willingness to learn.
  • Able to manage any nominated budget.
