Senior Clinical Informatician

Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview
This unique opportunity is one of two new Digital Health & Care Wales appointments to work with our partner organisations to support the digital agenda in Wales. We are looking for a passionate and experienced clinical leader, with current HCPC registration, to join our Clinical Informatics Team. The post holder will work alongside our new Chief AHP Information Officer to provide leadership in collaboration with CCIOs, CNIOs and digital leads, to assure an all-Wales approach, with our partners, to digital transformation across Wales.
In collaboration with our partners, the post holder will provide clinical informatics leadership to facilitate the discovery, development, adoption, and optimisation of delivery of digitally enabled change across NHS Wales. With an understanding of the current challenges across the wider health and wellbeing field, care delivery models, organisations and governance involved across the care pathway including their inter-relationships and how they influence the delivery of informatics projects/programmes.
Working in partnership with a range of stakeholders is essential to ensuring we understand, listen, and respond to needs. We work in collaboration with health boards and trusts, public bodies, Welsh Government, social care and community services, academia, industry, and the public.
Main duties of the job
The main duties of this role are to work collaboratively with our partners to:
· To be accountable for provision of professional leadership to enable a safe and effective digital clinical/medicines architecture through the design and optimisation of clinical information systems within healthcare organisations.
· To use Digital Health & Care Wales (DHCW) informatics standards and quality assurance processes to actively inform the business and clinical professional analysis of clinical applications and / or projects to health and care services, service and system design, processes, improvements, and clinical benefits.
· To use clinical knowledge and experience of informatics concepts, methods, and tools to support the discovery, development and adoption of clinical platforms and solutions that promote patient and population care aligned with Heath & Care Standards Domains of Quality.
The ability to speak Welsh is desirable for this role; Welsh and/or English speakers are equally welcome to apply.

Qualifications
Essential criteria
- Professional clinical qualification and valid registration with the appropriate clinical governing body (in accordance with the advertised clinical speciality).

- Knowledge of healthcare information systems, electronic health records, health data standards and data analysis methodologies
- Knowledge of relevant healthcare regulations, such as GDPR and NHS Wales Information Governance policies
Desirable criteria
- Understanding of the Welsh healthcare system to understand the context and requirements of healthcare delivery
- Clinical Digital Safety qualification at Practitioner Level
- Business Analysis and/or change management qualification or experience at an appropriate level.
Experience
Essential criteria
- Significant post registration clinical experience working in a healthcare setting
- Leadership and operational management experience
- Experience of service development or transformation and the role of digital systems
- Experience of clinical quality assurance of services and systems
- Experience and understanding of change management process.
Desirable criteria
- Experience of leading informatics projects, including planning, implementation, and evaluation of digital clinical systems
Aptitude and Ability
Essential criteria
- Strong written and verbal communications skills to effectively collaborate with partners and stakeholders
- Ability to identify and solve complex clinical informatics challenges, improve workflow efficiencies, and enhance patient care outcomes
- Demonstrate sound judgement and decision making involving highly complex facts or situations across the directorate portfolio
Desirable criteria
- Welsh Language Skills are desirable levels 1 in understanding, speaking, reading, and writing in Welsh.
