Job overview

This is a strategic role aimed at driving the Business Analysis function across Single Record and promoting the work of the Business Analysts across DHCW. The role will provide leadership and Business Analysis expertise to ensure the successful delivery of the DHCW Single Record high profile and complex products as well as providing line management to ensure the Business Analysis team are working cohesively and effectively.

The role will provide business analysis services to products on an assignment basis which will vary in scale and complexity. The Single Record team is responsible for the Welsh Clinical Portal, a product giving NHS professionals in Wales access to patients' digital health records and includes Electronic Test Requesting, the Welsh Nursing Care Record, and a programme of work digitising outpatient processes and referrals.

The focus of the DHCW Business Analysis function is to clearly elicit, define and document stakeholder requirements and to work with technical design, development, test teams to see products through to implementation. The post holder will work proactively with technical and product teams providing support at different stages of the product lifecycle and across a variety of clinical software product areas.

The ability to speak Welsh is desirable for this role; Welsh and/or English speakers are equally welcome to apply.

Main duties of the job

·       Lead in the discipline of Business Analysis for Single Record and by virtue across the Digital Health and Care Wales software department,

·       Lead on delivering artefacts from the concept through requirements, design, delivery, evaluation and continuous improvement.

·       Ensure business processes and any existing or future system interoperability needs are understood, documented and considered.

·       Using existing system data to learn and validate design problems, usage trends and user sentiment.

·       Organise and conduct interactive user centred design sessions, focusing on the needs of the users at each phase of the iterative development including prototype evaluations.  

·       Ensure user experience is alongside health information data capture at the forefront of delivery,

·       Promote the concept of alternate solutions being deployed to evaluate and build on.

·       Ensure full articulation of functional and non-functional requirements including scale, security, reliability and performance.

·       Research commercial Portal and Electronic Health Record solutions to determine the best ideas for implementation.

·       Understand the value of the product or feature being delivered, to report the as-is, to-be and future as-is post-implementation and with each iteration.

Qualifications and/or Knowledge

Essential criteria
  • Educated to Masters level (or equivalent qualification / experience)
  • Possess a recognised Business Analysis professional qualification (such as the BCS International Diploma in Business Analysis)
  • Working knowledge of the NHS and national developments and policy initiatives
  • Familiar with modelling and analysis tools (e.g. Enterprise Architect), methods and standards (e.g. UML, BPMN).
  • Solution development & implementation
  • Knowledge of business processes to advise database designers and other application development team members on the details of data structures and associated components.
Desirable criteria
  • Registered with a relevant informatics professional body
  • Understanding and knowledge of health service terminology and information requirements

Experience

Essential criteria
  • Experience of consulting activities and techniques including facilitating stakeholder groups.
  • Further experience of establishing customer requirements and identifying how these map to process requirements
  • Expertise with the application of Business Analysis techniques, methods and tools; experience of the implementation of Business Analysis techniques, methods and tools as well as the enhancement of their application.
  • Experience of designing the content and appearance of complex information deliverables (e.g. web pages) in collaboration with clients / users.
  • Significant experience of modelling tools and techniques.
  • Ability to coach and mentor others.
  • Manage the professional development of staff
Desirable criteria

  • Experience of working with senior clinicians
  • Expertise with a majority of Business Analysis specialisms and techniques.
  • Experience of supervising others in the application of these specialisms and techniques.
  • Experience of evaluation, development, demonstration or implementation of research activities.

  • Experience of investigation and development of innovative methods of exploiting IT.
  • Experience of enterprise modelling and architecture demonstrating improved business performance
  • Experience of line management or task management in a matrix environment

Skills and Attributes

  • Travel throughout Wales between sites, as required by the job.
