Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Wales has embarked on exciting, new projects and programmes to transform electronic prescribing across all care settings. Led by Digital Health and Care Wales, the Digital Medicines programme works with Health Boards, primary care providers and other stakeholders to digitise medicines management processes. This will enable prescriptions to be created and sent electronically and for information on patients’ medicines to be accessed by both patients and their care providers.
To support both the Hospital Electronic Prescribing and Medicines Administration (ePMA) programme and Shared Medicines Record project, well as in analysis, requirements, engagement, business change and clinical informatics. In conjunction with other members of the ePMA Programme and Shared Medicines Project Teams you will be required to lead the development and implementation of digital solutions and engage and collaborate with a range of stakeholders to ensure the delivery of new ways of working to ensure safer patient and clinical care.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Detailed job description and main responsibilities
Provide clinical informatics leadership to facilitate the discovery, development, adoption, and optimisation of digitally enabled change. Understand the current challenges across the health and wellbeing field, care delivery models, organisations and governance involved across the care pathway including their inter-relationships (e.g., Primary Care contractors, hospitals, ambulance services, care homes, community services) and how they influence the delivery of informatics projects/programmes.
Establish and maintain credibility, effective communication and partnerships at all levels across the national programmes, internally within Digital Health & Care Wales (DHCW), with clinical and colleagues in Health Boards, NHS Wales groups (e.g. Medical Directors, Directors of Nursing and Therapies, Chief Pharmacists), Local Authorities, other professional groups and Welsh Government policy and clinical leaders.
Understand clinical audit, risk management, assurance, clinical effectiveness and staff development aligned to clinical governance frameworks, using data and information effectively, to identify service improvements and determine how informatics can assist in the monitoring and implementation of healthcare services and standards.

Qualifications and/or Knowledge
Essential criteria
- Professional clinical qualification and valid registration with the General Pharmaceutical Council.
- Educated to master’s level in a relevant subject e.g. digital or clinical informatics related subject or equivalent experience working within the field of clinical informatics.
- Knowledge of healthcare information systems, electronic health records, health data standards and data analysis methodologies
- Knowledge of relevant healthcare regulations, such as GDPR and NHS Wales Information Governance policies
Desirable criteria
- Understanding of the Welsh healthcare system to understand the context and requirements of healthcare delivery
- Clinical Digital Safety qualification at Practitioner Level
- Business Analysis and/or change management qualification or experience at an appropriate level.
Experience
Essential criteria
- Significant post registration clinical experience working in a healthcare setting
- Leadership and operational management experience
- Experience of service development or transformation and the role of digital systems
- Experience of clinical quality assurance of services and systems
- Experience and understanding of change management process.
Desirable criteria
- Experience of leading informatics projects, including planning, implementation, and evaluation of digital clinical systems
- Experience of contributing to learning programmes
- Experience of testing, including creating test data and providing input to test strategies, plans, and scripts.
