Deputy Head of Financial Management

Job overview

The role of the Deputy Head of Financial Management is a senior
finance manager with financial expertise, ideally related to internal
and external Trust wide financial reporting, financial controls and
accounting infrastructure.

The Deputy Head of Financial Management will have a strong track
record of delivery, and be able to manage multiple processes,
projects and drive change. The post holder will be able to lead and
motivate teams effectively, including those outside of their
management chain, as well as building strong relationships with a
range of stakeholders and partners.

 

Main duties of the job

The main foci of the Deputy Head of Financial Management are:

External Trust wide financial reporting to NHSE – understanding
and explaining the drivers of financial performance in a complex
financial environment to a range of senior stakeholders
Internal financial reporting and analysis – leading, developing
and owning the presentation of detailed internal management
information which identifies issues and drives behaviour change
Management of the general ledger – responsible for the
management of all Income and Expenditure aspects of the
General Ledger (GL), including the development and
implementation of GL policy and procedures ensuring these are
consistent with external reporting requirements

The purpose of this role is to provide specialised financial control and focused financial analysis and support to the Chief Financial
Officer and other senior staff. The post holder will be in a key
strategic position to enable CUH to respond appropriately to a
dynamic and complex financial environment. To this end, the post
holder must show high levels of financial expertise, and excellent
influencing and negotiation skills.

Qualifications

Essential criteria
  • Qualified CCAB/CIMA accountant. Post holder must comply with all the professional ethics of the Accounting body to which they are registered.
  • Educated to Degree standard

Experience

Essential criteria
  • Substantial relevant proven experience of financial Management and Performance within a large organisation with a track record of delivery
  • Experience of working with financial management systems.
  • Relevant broad range of financial experience in a number of roles gained in complex organisations
  • Foundation Trust knowledge and experience
  • Financial accounting experience
  • Experience of working to tight deadlines in a performance-driven environment.
Desirable criteria
  • Specialist acute training sector

Knowledge

Essential criteria
  • Detailed and up to date understanding of the Local and National key financial policies: Standing Financial Instructions, Standing Orders, Budgetary Control Policy, Establishment control policies, the wider NHS financial regime, Payment by Results.
  • Knowledge of financial accounting procedures, as well as in depth knowledge of the financial and accounting procedures required by NHS Improvement
  • Understanding of the different accounting treatments required for the NHS by legislation or Department of Health policies
  • Provides advice, guidance and training to Finance and Information Department staff as well as non - Financial managers
  • Full working knowledge of General Ledger system and associated software
  • High level of computer literacy
