The Transformation Hub – Benefits Realisation Lead will work alongside other senior system leaders across all organisations in the ICS footprint to develop a benefits realisation framework that supports the health care system to deliver healthier happier lives for the population of BNSSG.
The core purpose of the role is to bring expertise and lead the design and delivery of a benefits realisation framework that secures the delivery of programme and project benefits and ultimately better outcomes for people. This will include the delivery of a methodology for identifying, calculating, planning, and realising benefits.
Main duties of the job
This is a complex role that requires a mindset and expertise that can bridge cutting edge practice, innovation, and innovative practice alongside tried and tested models of benefits realisation and delivery. The post holder will be required to drive evidence based and insights led practice, establish, and maintain a grip on delivery and embed these practices and capabilities through teaching and training within the transformation Hub and wider ICB.
The main duties of the job are:
- Lead the development of a benefits realisation framework for BNSSG that enables the ICB to understand and realise the benefits of change
- Champion the benefits realisation framework and approach through thought leadership and bringing people together
- Drawing together data, evidence, and insight to create a consistent approach to identifying, categorising and mapping benefits
- Create a set of training and teaching tools that enable practitioners to easily apply the benefits realisation framework including benefits calculation and quantification, dependency mapping and benefits planning

Detailed job description and main responsibilities
This is a 6-month fixed term contract. The main deliverables during this period are:
Ø A benefits realisation framework for BNSSG ICB that secures the delivery of benefits aligned with business need, including:
o A methodology for identifying categorising and mapping benefits
o A methodology for calculating, standardising, quantifying and measuring benefits, this could be through a ‘menu of common benefits, calculations and algorithms’
o An approach to benefits realisation planning that takes account of the pace of implementation and dependencies
o A mechanism for securing stakeholder buy-in to benefits realisation e.g. a stakeholder compact
o A methodology for identifying and calculating risk associated with benefits realisation
o A set of tools and guidance that enables practitioners to easily apply the benefits realisation framework
Ø Secures broad stakeholder support, both within and outside the ICB, to applying the benefits realisation framework
Ø Application of the benefits realisation framework through 2 worked examples to show what it would look like to apply the benefits realisation framework to ICS transformation projects

Knowledge, Training and Experience
Essential criteria
- Educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area
- Knowledge of emerging policy and practice, and regional and local health economy drivers
- Leadership of benefits realisation policy and practice
- Proven and significant leadership experience.
- Significant evidence of continued professional development
- Demonstrated expertise in a Healthcare environment
- Significant management experience at senior level in the NHS or other public healthcare related industry
- Clear track record of successful delivery of highly complex system wide programmes of innovation and service change
- Commissioning expertise in healthcare environment
- Significant experience and understanding of proven implementation of benefits realisation
- Proven record in transferring processes and roles between locations.
- Successfully operating in and delivering priorities in a partnership environment
Communication Skills
Essential criteria
- Dynamic personality and the ability to build trusted stakeholder relationships and wide support networks in a political context like the NHS
- Strong external communications skills in a politically sensitive environment and experience in handling media
- Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
- Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments
Analytical
Essential criteria
- Expertise in analysing highly complex issues and modelling future scenarios where material is novel, conflicting and drawn from multiple sources. Supporting evidence and data driven decision making in all aspects of delivery
- Evidence of ability to concentrate on complex issues and modelling on a day to day basis
- Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making
- Ability to analyse numerical and written data, assess options and draw appropriate initiatives
Planning Skills
Essential criteria
- Leadership, vision, strategic thinking and planning with highly developed political skills
- Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
Desirable criteria
- Experience of managing and prioritising a large budget
- Ability to provide informative reporting on finances and impact to Board management
- Experience of project and programme management techniques and tools such as Prince 2 or Managing Successful Projects
Autonomy
Essential criteria
- Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales
- Ability to make decisions autonomously, when required, on difficult issues
Management Skills
Essential criteria
- Experience in leading benefits realisation within a major change initiative with entrepreneurialism in a challenging organisational environment
- Experience of creating a new team and motivating and inspiring staff to work together to achieve a common objective
- Ability to delegate effectively
- Ability to work effectively between strategic and operational activities where required
- Ability to teach and train staff in new innovative policy and practice
Physical Skills
Essential criteria
- Working knowledge of Microsoft Office with intermediate keyboard skills
