Job overview

Central to delivering the cancer element in the NHS Long Term Plan, forty Cancer Alliances are now established across England to deliver transformational change to improve cancer patient experience and clinical outcomes for the population across defined local geographies.

 To support this ambitious agenda, West Midlands Cancer Alliance, (covering 6 million people), has successfully secured significant national transformation funding with which to review, redesign and improve clinical services with a focus on earlier cancer stage diagnosis, shorter waiting times and continuous improvements in holistic and equitable patient care.

 As Cancer Alliance Workforce and Education Manager, the post holder will work as part of a dynamic team in delivering an effective service supporting managers, staff and patients across the West Midlands region. To develop and implement a workforce development and education strategy for the West Midlands Cancer Alliance. The post holder will play a key role in ensuring that teams across West Midlands have the right mix of skills and resources to best meet the needs of people affected by cancer.

 In partnership with NHSE and stakeholders across the wider alliance, NHS Trusts and Integrated Care Systems, the post holder will have responsibility for the development and implementation of a workforce and education strategy for cancer across West Midlands. 

Main duties of the job

·       Work in partnership with NHSE and system partners to develop a workforce and education plan aligned to the cancer alliance programme of work.

·       To work with system leaders and clinical teams to ensure that workforce and education requirements are considered and planned for when developing strategic initiatives. 

·       It is envisaged that the strategic plan will clearly articulate:

o   The current workforce associated with the delivery of cancer pathways.

o   Future workforce requirements informed by a strategic planning process, including new role development.

o   How identified workforce gaps can be addressed over the next 5-10 years.

o   An associated assurance process/action plan

o   Build on the Cancer Workforce Plan Phase 1: Delivering the cancer strategy 2021.

·       Ensuring that uptake of workforce expansion programmes (e.g. clinical endoscopy) is maximised and that a planned, strategic approach to training and education exists across specialties, in line with changing trends in demand for services and activity.

·       Collaborate with the other Cancer Workforce Programme Managers to promote sharing and reduce duplication. Ensure workforce models are aligned to regional and national initiatives through collaboration with existing workforce forums and localities.

·       Produce an evaluation report of progress at required intervals to be shared with the Cancer Alliance Executive Board and any other relevant forums.

The West Midlands Cancer Alliance (WMCA) is one of twenty-one Cancer Alliances across England, one of the largest Alliances in the country. WMCA covers a large geographical area of 6 counties: Birmingham and Solihull, Coventry and Warwickshire, Herefordshire and Worcestershire, Shropshire, Telford and Wrekin, The Black Country and Staffordshire and Stoke on Trent. The West Midlands Cancer Alliance team is hosted at Royal Wolverhampton NHS Trust working across the wider West Midlands footprint. This role requires regular travel across the Midlands and the team meet face to face in Central Birmingham once a fortnight.

Cancer Alliances were set-up to deliver the collective ambitions identified by the National Cancer Taskforce, with the aim of increasing survival rates across the area and the experience of those living with and beyond cancer, ensuring that we address inequalities and improve patient experience wherever possible. We do this by bringing together all the organisations which commission, provide, and contribute to cancer services across our area to enable quality improvement.

Detailed job description and main responsibilities

Project Management Responsibilities:

·       To analysis and adopt approaches capable of achieving sustainability and spread of successful service improvement initiatives

·       Work across the Alliance work streams and High Priority Pathways to maximise the benefits of service improvement and redesign, leading to an improved experience for patients.

·       Provide cover and support for colleagues working within the Programme Management Office

·       Work autonomously on agreed Cancer Alliance programmes.

·       Provides training on own project to peers, clinicians, service managers and staff at all levels.

·       Develop a concise annual work plan containing clear objectives, tasks and identified leads.

·       Collate and provide regular feedback within the projects/programmes.

·       Demonstrate an ability to receive, interpret and apply highly complex information.

·       Demonstrate an aptitude for resolving problems.

·       Design and conduct audits relative to workforce and education.

·       Provide specialist expertise and oversight to colleagues both internal and external to the Alliance.

·       To be responsible for the self- development of skills and competencies through participation in learning and development activities, and to maintain up to date technical and professional knowledge relevant to the post.

·       To lead and develop funding applications where required. This will include agreement of milestones for implementation and evaluation of role success, including any cost savings for providers.

 

Stakeholder management

·        Promote the adoption of innovative strategies and models of work.

·        Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA’s) which may impact on workforce and education programmes.

·        Lead on workforce and education policy development with impact across the organisation.

·        To engage and develop collaborations for quality workforce and education improvement across whole health communities, for the realisation of equitable access to quality care and the achievement of outcome ambitions for all patients.

Qualifications

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Project Management Qualification or equivalent experience

Experience

Essential criteria
  • Proven experience of working within complex clinical environments
  • Good knowledge of cancer pathways and cancer performance standards
  • An understanding of local and national health policy and broader strategic issues and implications within the NHS e.g. cancer access standards, long term plan
  • Extensive experience of project management in the design, development and delivery of change management
