Job overview

Birmingham and Solihull Integrated Care Board (BSol ICB) is looking to recruit a UEC Improvement & Support Manager.  These posts will work within the Birmingham and Solihull Integrated Care System to support the development and project management of a busy portfolio of services to be delivered within the UEC portfolio.  

The role will in particular focus on admissions avoidance schemes along with work that supports the system UEC strategy. And have particular reference to:
• The NHS 111 service
• Urgent Treatment Centre
• Alternative pathways to ED

These roles will work within the Urgent Emergency Care Improvement and Transformation Team within the Delivery Directorate of the ICB.

Post holders will be required to maintain constructive relationships with a broad range of internal and external stakeholders.  Participating in relevant internal and external working groups, projects, services and initiatives to provide, information, analytical advice and expertise. The development and implementation of data collection systems to provide accurate and timely data will be essential in these roles.  As will excellent presentation skills to facilitate clear provision of information in relation to often highly complex issues to a wide range of internal and external stakeholders.

The post holder will be responsible to the UEC System & Improvement Manager and may need to deputise for the UEC Management as required.

Main duties of the job

This role will involve hybrid working with potential for some home working with attendance required at Alpha Tower (Birmingham), Friars Gate (Solihull) or alternative location(s) within the system as may be required, including any current or new partner sites.

Qualifications

Essential criteria
  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
  • Post-graduate degree in Management Studies or equivalent
  • Significant experience of successfully operating in a politically sensitive environment
  • Evidence of continued professional development
  • Demonstrated experience of coordinating projects in complex and challenging environments
  • Experience of managing risks and reporting
  • Experience of drafting briefing papers and correspondence at SMT level
  • Demonstrated experience in a Healthcare environment
Desirable criteria
  • Experience of monitoring budgets and business planning processes
  • Understanding of the public sector
  • Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project

Communication Skills

Essential criteria
  • Ability to prepare and produce concise yet insightful A/I communications for dissemination to senior stakeholders and a broad range of stakeholders as required
  • Experience of creating and giving presentations to a varied group of internal and external stakeholders
  • Must have an understanding of the background to and aims of current healthcare policy in Birmingham and Solihull and appreciate the implications of this on engagement
  • Should have an appreciation of the relationship between the Department of Health, NHSE and individual provider and commissioning organisations
  • Experience of developing business cases and implementing service redesign
  • Experience of using data and information to identify opportunities for improving services.

  • Ability to analyse very complex issues where material is conflicting and drawn from multiple sources
  • Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making

  • Knowledge of Financial Systems e.g. monitoring budget management, processing invoices and procurement

  • Demonstrated capability to plan over short, medium and long - term timeframes and adjust plans and resource requirements accordingly
