Job overview
The Deputy Chief Operating Officer will report to the Chief Operating Officer and deputise in their absence to support co-ordinating delivery of the agreed strategic plans and goals across the Divisions.
This post will require an experienced leader who is outcomes focussed with outstanding business, management and organisational skills, a sound knowledge of all sectors of the NHS and a track record in successfully leading and managing large scale change across organisational boundaries
Main duties of the job
Working with the Chief Operating Officer and Divisional Directors develop and drive forward short and long-term divisional strategies, plans, and policies in line with national objectives and aligning to local priorities.
Key areas of responsibility:
• Emergency Preparedness, Resilience and Response.
• Delivery of NHS EPRR Core Standards.
• Co-ordination of Annual Planning on behalf of the divisions.
• Development of Trust Winter plan.
• Collaborating with systems partners on all areas of the Urgent Care pathway and lead flow improvements across discharge pathways.
• Trust lead for Elective recovery and transformation within BSOL.
• To ensure service change and transformation is effectively managed, delivered and sustained.

Education, Qualifications & Training
Essential criteria
- Masters Degree or equivalent
- Formal management qualifications or equivalent operational experience
- Experience of continuous personal and professional development
Experience
Essential criteria
- Professional leadership, both strategic and operational.
- Substantial senior level management experience within the NHS with an understanding of operations across all sectors (primary, community, secondary and tertiary).
- Experience of contracting and business planning
- Experience in developing effective multiagency /professional collaborations and partnerships to achieve complex objectives.
Skills, Abilities & Knowledge
Essential criteria
- Evidence of excellent leadership skills, including leadership of the management of change.
- Ability to communicate highly complex, sensitive or contentious information orally and in writing, both internally and externally, to a range of audiences. Ability to prepare and deliver presentations and reports to a high standard (Board level quality).
