Job overview

The Portering, Mail and Waste Services Manager is a member of the Facilities management team, providing leadership, direction and management and supporting in the strategic development to the directly provided and contracted Portering, Mail and Waste services within the Trust ensuring that quality and financial objectives are met.

 The post will support the Facilities Team in providing professional advice and support on portering, mail and waste services to the Trust Executive, other Senior Managers, Clinical colleagues and external stakeholders.

The post will take the operational responsibility for the Trust wide portering, mail and waste services and support in the provision of a highly responsive Facilities service to all areas of the Trust to ensure the Trust’s performance requirements are actively supported and ensure that all Facilities’ services are designed, developed and delivered with the patient as a customer.

 

Main duties of the job

·       Be accountable for the day-to-day operational management of the Trust wide portering services, to include all elements of clinical and distribution portering 24/7/365; the Trust wide mail service, to include all elements delivery, sorting, franking and dispatching; the Trust wide waste services, to include all elements of  waste, including clinical and specialist. 

·       Ensure the role of Waste Manager is delivered to meet the required standards and outputs

·      Be responsible for operational health and safety within the scope of responsibility, to ensure the health and safety of operational team and impacted stakeholders

·       Support the emergency and urgent response to Facilities situations to reduce impact on the Trust and those who use our services

·       Develop services to provide effective and efficient services, ensuring appropriate delivery outcomes, accurate and timely information and expert advice is provided

·       Ensure services are appropriate, are monitored and ensure value for money and that high standards are achieved 

·       Support the development and embedding of a culture to ensure the highest levels of customer service are demonstrated by Facilities staff promoting a professional and caring image.

·       Develop and implement service plans, business cases and proposals 

·     Responsibility for Health and Safety, risk management, risk assessment and incident reporting databases for Facilities services;

Detailed job description and main responsibilities

Strategy

·       Be a role model for the Estates and Facilities strategy

·       Contribute to the formation of the annual workforce development plans, 

 

Operational delivery

·    Be accountable for the day-to-day operational management of the Trust wide portering services, to include all elements of clinical and distribution portering 24/7/365; the Trust wide mail service, to include all elements delivery, sorting, franking and dispatching; the Trust wide waste services, to include all elements of  waste, including clinical and specialist. 

·       Undertake the operational day to day management of all functional delivery area contractors to ensure they meet their service requirements and KPIs

·       Ensure the role of Waste Manager is delivered to meet the required standards and outputs

·      Be responsible for operational health and safety within the scope of responsibility, to ensure the health and safety of operational team and impacted stakeholders

·       Support the emergency and urgent response to Facilities situations to reduce impact on the Trust and those who use our services

Monitoring & Performance Management

·       Ensure accurate data collection and reporting aspects of operational business, to allow data driven decision making and performance reporting

·       Ensure that customer experience and feedback is captured and reported effectively to relevant internal and external forums.

Governance and Assurance

·       Ensure risks across the functional delivery area are actively managed and resolved or mitigated and that mitigations are in place.

·  Keep abreast of national best practice, ensuring this is shared and widespread adoption secured through advanced influencing skills. 

Service Development

·       Ensure the scope of services meet the changing requirements of customers and stakeholders and implement systems to undertake constant service improvement

·       Own the functional delivery area CQI work streams and support the delivery teams in the delivery of their contributions

·       Lead functional delivery area quality and service improvement programmes

Finance and Physical Resources

·       Manage the functional delivery area budget and ensure decisions surrounding the establishment of services are kept within agreed budgets through adherence to the Trust’s establishment control system and financial parameters.

·       Manage services within allocated financial resources and identify cost and service improvements in support of business planning targets.

Staff Management and Development 

·       Responsible for leading, motivating and developing functional delivery area staff so as to maintain a high level of staff morale and promote achievement of high standards and openness.

·       Direct and manage departmental Managers and Supervisors ensuring staff are motivated, empowered and receptive to change, and dedicated to achieving performance targets.

Policy and Service Development

Develop and implement a range of policies and standard operating procedures for the function delivery area which optimise efficiency and promote consistency of approach; embedding the operation into practice to assure excellence in operational management support to the Directorate.

Educational / Experience

Essential criteria
  • Has the appropriate level of education or experience to deliver the role
  • Has previous knowledge of delivery front line customer focused services
  • Has budget management experience
  • Has operational management or leadership of large and complex service delivery operations
  • Has operational experience of leading large and diverse teams remotely
  • Has experience of working outside of operational delivery to ensure relationships are established that support delivery
  • Has operational knowledge or waste manger / qualified as waste manager
