The Bedfordshire Luton and Milton Keynes (ICB) is responsible for planning and allocating resources to meet the four core purposes of the Integrated Care System (ICS), namely: to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money; and help the NHS support broader social and economic development.

Within this context, as the ICB develops as a statutory organisation, a significant challenge will be to determine how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities.

Job overview

Our adult Mental Health & Learning Disabilities team needs a new team member to play a pivotal role in supporting quality of care for adults with mental health needs, learning disabilities and autism in Bedfordshire, Luton, and Milton Keynes.

We’re ideally looking for a mental health clinician or social worker with experience of S117 aftercare, the Mental Health Act, the Mental Capacity Act and the Care Act who is passionate about improving the quality of care for vulnerable adults. Help us lead care transformation in Bedfordshire, Luton, and Milton Keynes.

The Role:

You’ll use your clinical and leadership experience to lead the end-to-end operational delivery of the ICB’s statutory responsibilities to people entitled to S117 aftercare, hospital placements and Court of Protection. You’ll ensure that packages of care are quality assured, safe, appropriate, and provide value for money.  You’ll strive for continuous improvement in our local system, working with providers and local authorities.  You’ll be leading a small team with a big reach, driving high standards and fostering excellent working relationships with our providers, local authorities and ICB colleagues.

Main duties of the job

The postholder will

  • manage the ICB’s day to day responsibilities for complex individual packages of care for adults with mental health needs, learning disabilities and autism
  • maintain oversight of packages funded via Section 117 aftercare, specialist hospital beds and other jointly funded complex placements, including financial management in  liaison with the four local authorities in BLMK (Bedford Borough, Central Bedfordshire, Luton, and Milton Keynes)
  • support the ICB complex care improvement programmes and implement associated new processes
  • ensure that the ICB and its partners are aware of changes to legislation, guidance and case law that impacts complex care
  • work with children’s & young people leads to manage transition in a timely manner of CYP to adult services
  • line manage staff in the team.

Detailed job description and main responsibilities

The postholder is required to:

 

 Leadership and management skills

 

·       Attend joint decision-making meetings with partners on behalf of the ICB, making decisions (within delegation level) on funding safe, appropriate and value for money individual care packages, and making recommendations to senior managers when outside of delegation level.

·       Lead on the oversight of commissioning individual complex and specialist mental health and/or learning disabilities/autism care packages, working with clinicians and providers to ensure placements are safe and appropriate, and provide value for money.

·       Lead on the oversight of monitoring placements with timely quality reviews.

·       Lead and provide expert input to service improvement projects to ensure that the ICB is sensitive, responsive and flexible to the changing needs of the clients and balanced against the need to remain cost effective in a changing commissioning environment.

·       Lead for the team on investigating issues of concern relating to providers, working with Quality & Safeguarding leads.

·       Lead on investigating ‘responsible commissioner’ disputes, including escalating to senior managers where appropriate.

·       Make recommendations to senior managers to improve the effectiveness of processes, productivity and efficiency.

·       Manage a team of staff.

·       To be a point of escalation for staff across the team, to make decisions and recommendations for complex care issues, including with Mental Health & Learning Disabilities team colleagues for advice and guidance.

 

Planning and Organisational Skills

 

·       Ensure that enquiries relating to patient care are managed in a timely manner, seeking advice from senior colleagues and other teams, as necessary.

·       Manage the tracking of new applications, patient reviews and the ending of individual packages.

·       Work effectively and collaboratively with system partners to ensure that patients receive quality and clinically appropriate treatment and that this is in accordance with legislation, identified individual care pathways and in the least restrictive setting.

·       Work closely with clinicians, managers, patient representatives and the public to ensure that effective mental healthcare pathways for patients are developed, implemented, and monitored.

·       Contribute to the development and implementation of health and social care system transformation projects that deliver high quality and efficient system-wide solutions across mental health and learning disabilities.

·       Work in partnership with local authorities and providers, liaising with service users, carers and other professionals regarding individual care packages and service redesign, making recommendations based on national best practice and clinical evidence.

·       Ensure that work streams and programmes are planned and carried out effectively, in a timely way, and achieve agreed targets and trajectories.

 

Policy and Service Development

·       Review and draft a range of policies and standard operating procedures and embed their operation into practice to assure excellence in financial management, working with ICB colleagues, providers and local authorities.

 

Freedom to Act

 

·       Negotiate on behalf of the ICB with local authorities, providers, and Trusts on individual packages of care.

·       Manage difficult and controversial issues, including encountering resistance for package costs, payments, and change.

·       Work in a matrix way with other staff in the team, the directorate and across the ICB. This may include being the lead for projects and work streams.

 

Financial Responsibilities

 

·       Contribute to the S117 Transformation Programme (including other complex care funding streams), supporting workstreams to ensure good value for money.

·       Develop processes for efficiency and financial monitoring related to individual packages.

·       Ensure that ICB Standing Financial Instructions are followed and maintain a clear audit trail of decisions and recommendations.

 

 

Information Management

·       Develop, maintain and analyse accurate information relating to S117 aftercare (Mental Health Act), specialist hospital beds and other jointly funded complex care placements, to enable the the team to forecast activity and financial commitment.

·       Compile reports, including financial and data-driven reports, for senior managers, ICB governance and system leadership groups.

·       Manage confidential information, including financial data and patient identifiable information.

·       Collate information, when required, for the Courts.

 

Analytical and Judgement

 

·       Act independently and in the interests of the system, always “thinking like a patient, acting like a taxpayer”.

·       Use data to identify issues, to inform the development of solutions, and to assess the impact of interventions.

·       Identify and develop solutions to unblock barriers for service users to ensure equity of access and provision.

 

Communication skills

 

·       Operate in a complex environment, using soft skills (influencing, nudging, negotiation and persuasion) to achieve system goals.

·       Input to the development and maintenance of key relationships with important stakeholders (e.g. providers, clinical leaders, other ICB directorates, patient and public forums, senior managers).

·       Represent the ICB in discussions with other teams, partners, stakeholders and providers as required.

·       Simplify and clearly communicate complex information and concepts, to a range of audiences, in informal and formal settings through multiple mediums including written and verbal.
