Job overview

The post holder will lead a team who is responsible for supporting system-wide development and improving capability across the healthcare system in relation to increasing supply, workforce assurance and provision of HR and OD advice and guidance.

 Key aspects of this role will be to:

  • Accountable for the development of an overall regional workforce supply strategy and the underpinning programme of activity.
  • Driving and supporting the strategy for developing HR/OD capability within systems and working closely with the Director of HR Development & OD and their team to ensure consistent alignment to professional development.
  • Working with organisations on sensitive HR / employee relations casework and senior remuneration/ reward issues
  • OD system development - working with organisations and systems to support the development and delivery of ICS strategy
  • Support the implementation of HR Futures professional development programme and use of internationally recognised evidence and insight to develop a planned approach to the HR and OD professional development and how capability will be improved,
  • Develop effective approaches to leading and implementing HR & OD best practice across the region to support the delivery of workforce supply to ensure that the right workforce with the right skills, at the right time are in the right place

Detailed job description and main responsibilities

  • Ensure that an effective system is in place to deliver accurate and relevant national, regional and statutory returns relating to workforce, HR and OD.
  • Ensure a regional approach and strategy is in place to support reservist and temporary staffing.
  • Work closely with colleagues to respond to identified areas of need in relation to HR & OD
  • Provide strategic HR & OD advice and support, working with Deputy Director of Workforce Strategy, Supply and Innovation to implement national policy on remunerations of Executives
  • Drive reform and support organisational change and uptake of initiatives that support excellence
  • Engage with key strategic regional and national policy makers to inform development of strategy and policies
  • Develop and champion new initiatives or projects as necessary 
  • Provide expertise of best practice methodologies regulatory requirements, policy imperatives, innovation and technological developments and stakeholders knowledge.

Qualifications

Essential criteria
  • CIPD or equivalent HR & OD Qualification
  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.

Knowledge and Experience

Essential criteria
  • In depth additional expert knowledge acquired over a significant period of time in the managing complex employee relations/pay and rewards, organisational change/restructuring
  • Experience of leading a HR & OD function
  • In-depth knowledge and understanding of implementing HR & OD best practice

Skills Capabilities and Attributes

Essential criteria
  • Highly developed communication skills with the ability to communicate on highly complex matters and difficult situations
