Elective Care Senior Programme Manager

The post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the South West of England to deliver the Elective Care agenda, forming part of the wider regional Performance and Delivery Directorate. 

The successful candidate will be responsible for leading, supporting and coordinating the regional work required to deliver the Elective Care transformation programmes, focusing on non-admitted and admitted pathways.

The role will support the Elective Care Programme and Improvement Leads through overseeing progress and delivery of Elective Care strategic plans against national policy ambitions. This will include managing intelligence and oversight to deliver regular reporting, enabling collaboration and cross-learning whilst working with individuals and teams on specific work streams across various organisations.

As a Senior Programme Manager the successful candidate will be responsible for supporting and coordinating the areas of regional work required to deliver the Elective Care transformation programmes, therefore programme management and excellent communication is required.

The post is responsible for providing professional expertise to the outcome of the business processes for the directorate.  Building on existing work the post holder will need to maintain a focus upon achieving the programme deliverables as set out in the Long Term Plan, therefore experience in understanding national policy and adapting it for local roll-out where necessary is expected.

The post holder will provide performance oversight and reporting and will provide focused support to this programme and ensure there is alignment with other, relevant regional programmes.

The Senior Programme Manager will also have responsibility for managing the Elective Care element of annual business planning, working with the Regional Performance and Delivery Unit (RPDU), individual ICBs and the Elective Care programme leads to ensure annual plans meet programme requirements, are delivered on time by ICBs and are agreed with national NHSE teams.

This is a role with a broad and challenging remit and the post holder should be comfortable working across multiple organisations, using their own initiative and drive to progress work across a large regional footprint.

The post is responsible for providing professional expertise to the outcome of the business processes for the Department or Directorate, so an understanding of process management and organisational skills are required.

The post holder will define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

Essential Criteria

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area
  • Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent.
  • Evidence of post qualifying and continuing professional development.
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations.
  • Experience of budgetary responsible, including budget setting with evidence of working knowledge of financial processes
  • Experience of building effective cross functional working relationships to drive organisational agenda
  • Highly developed communication skills with the capability to analyse, review and make sense of highly complex, sensitive or contentious information across a diverse range of subjects relevant to post portfolio.
  • Demonstrable skills in presenting complex concepts and information which may include difficult and controversial issues, across a wide range of audiences Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
