Job overview

This post is fixed term/secondment for 21 months to meet the needs of the service.

We are pleased to announce an exciting opportunity has arisen for a full-time band 8D Head of Planned Care (Operational, Productivity and Efficiency).  The post holder will be responsible for supporting the delivery of improvements to Planned Care across North Wales.  The role will support delivery of a substantial portfolio areas including

  • Service Improvement and Performance
  • Engagement, Consultation and Communication
  • Service Analysis and Business Case Development
  • Programme Management
  • Service Model Development
  • Financial Management
  • Workforce Development/Human Resources.

The post holder will be part of the Health Boards senior management team and required to support the Associate Director of Planned Care deputising as required.  This will include representing the organisation on a range of local, regional and national committees, working groups and teams.  The post holder will represent the Associate Director and the Health Board at meetings of external bodies and multi-agency committees as required.

 

 

 

 

Main duties of the job

The post holder will lead the development, planning and delivery of the operational model for planned care that covers, primary, community, secondary and social care and impact upon the total planned care expenditure of North Wales. Working with Executive Directors, Divisional Directors, senior clinicians and external partners, the post holder will support the development and implementation of integrated planned care strategies to manage and develop clinical services over the next fifteen years.

The post holder will be required to ensure the effective and inclusive engagement of staff, service users, patient representatives, carers, community and political leaders together with partner organisations including WG, local authorities, voluntary sector, independent sector and other NHS organisations. Provide briefings, presentations and formal written communications and represent the Health Board at a range of public and private meetings. Effectively manage challenge, address hostile responses and through negotiation and communication, develop consensus and support for new models of care.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and/or Knowledge

Essential criteria
  • Masters, preferably in healthcare management, or equivalent experience
  • Continuous Improvement Practitioner /equivalent experience/qualification in improvement methodologies
  • Extensive knowledge over a range of disciplines including Performance management, Continuous Improvement, Programme Management, Digital, Information, Finance, Human Resources
  • Evidence of continued professional development
  • Specialist knowledge of health care systems, service analysis, service transformation and programme management together with knowledge of engagement, consultation and communication and senior (Board level) relationships with partner organisations.
Desirable criteria
  • Programme Management (MSP Practitioner)
  • Project Management (PRINCE2 Practitioner or equivalent)

Experience

Essential criteria
  • Evidence of significant expertise and knowledge acquired in an NHS Planning environment
  • In depth professional knowledge and experience in a number of disciplines including healthcare systems, service analysis, service change/transformation and programme management.
  • Extensive NHS senior management experience preferably at Board level in a public sector environment including in depth knowledge of financial management, performance management information systems and staff management
  • Experience of working in multi-agency teams to deliver innovation and improvement in services
  • Achievement and experience of strategy planning, service modelling and developing successful business cases
  • Ability to lead, manage and implement change to improve services to patients
  • Knowledge and application of key Welsh Assembly strategies, policies and objectives
  • Advanced project management skills with significant experience of managing complex projects
  • Proven work record of consistently achieving high standards and delivering objectives and Health Board priorities
  • Experience of effective engagement and negation within a hostile environment
  • Significant experience of successfully managing budgets and resources across multiple departments/organisations
  • Experience of regularly generating information, using software to devise reports and update information systems
  • Experience of developing software for performance management reports.
  • Experience of undertaking Research and Development, devising and implementing surveys.
  • Significant experience of achievement at a senior management level within a complex environment
  • Detailed experience and understanding of political, social, economic and technological drivers within healthcare
  • Significant experience of dealing with a range of highly complex issues in a large organisation
  • A track record for delivery of solutions/improvements for complex issues within a large organisation
  • Significant experience and knowledge of operational management, performance management, Project/Programme management and workforce redesign (e.g., improvements) gained over an extended period
  • Significant experience of setting, planning and implementing long term strategy
  • Proven ability to successfully initiate, and manage a programme of complex and significant projects over a significant period of time
  • Leading significant change management/improvement and process re-engineering projects over a significant period of time with positive outcomes
  • Significant experience of budget control, business case/bid development, contract negotiation, procurement and financial procedures
  • Demonstrable success in building, leading, motivating, managing and developing high performing teams via direct and matrix management.
  • Significant experience of working with staff, their representatives and trades unions/professional organisations.
  • Proven ability to influence at all levels of a complex organisation.

  • Extensive experience of managing multi million pound projects and budgets including experience of complex procurements
