The NHS Estate

Our hospital estate spans 25 million m² with 1.4 million NHS staff working across 17,000 buildings, including 1,140 hospitals and 7,500 primary care sites, our c100k staff are responsible for maintaining and running all EFM services.

With £5 billion of operational capital funding and annual expenditure of £10 billion across estates and facilities management, there’s scope to make real change across our estate.

Main duties of the job

As part of the procure construction framework team, you will be responsible for delivering an efficient, effective and high quality professional and well-co-ordinated technical support service capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the activity of the organisation. 

Your focus will be developing with the Principle supply Chain Partners and wider NHSE team innovative solutions in construction to support consistency of approach for Trusts, best practises and processes for better project delivery outcomes. This includes reviewing and providing comment on technical policy documents in development by NHSE.

You will champion the ProCure framework, giving stakeholders direction on technical matters driving innovation, consistency and ensuring best practise and governance as well as looking for opportunities to improve the framework and support upskilling of technical acumen in the NHS, supporting Trusts in understanding the benefits from the outputs developed as to why the NHSE preferred framework for the NHS is ProCure23 for NHS construction.

Reporting to the Head of the Construction you will act as a key adviser, who is able to shape NHS construction future, doing the necessary research to evidence the appropriate direction in technical matters.

Detailed job description and main responsibilities

About you

You will have a deep knowledge and understanding of the construction sector. You will have experience of the technical aspects surrounding capital projects. An analytical thinker, you’ll bring a fresh perspective to this role and have the energy and tenacity to drive change. Able to work at pace, you’ll build trusted relationships and a positive team culture.

You will lead the technical working groups and will be supported by peers in NHSE to make a difference in areas such as Net Zero, Digital, modern methods of Construction, Design and Assurance.

You’ll also be passionate about your professional development, which we will support and encourage.

You will be able to link to a number of cross government departments to support knowledge sharing, further consistency and mutual support i.e., updating the construction playbook

  • MIHEEM, MCIBSE, MRICS or equivalent

Knowledge

Essential criteria
  • Competent and confident with public presentation and speaking as well as chairing a number of technical ProCure 23 working groups to drive value added benefits and best practise to the NHSE ProCure Framework

Skills

Essential criteria
  • Directly manages technical matters associated with estates capital assurance including the ProCure23 framework and its predecessors, leveraging technical elements to support delivery of capital projects.
  • Responsible for providing technical support to internal and external stakeholders and for day to day and reactive work as assigned
  • Ability to keep up to date on regulation, safety and technical advancements and adapt these into outcomes and guidance that benefit the NHS construction industry
  • Ability to support the development of design guidance, assurance toolkits and performance specifications for the NHS construction industry to support best practice and governance
