Job overview

The Finance and Planning Directorate in NHS England is looking for talented, diverse, highly motivated people to join the Planning team.

This is a fantastic opportunity to be at the heart of shaping the priorities of the NHS. The team collaborates with colleagues across NHS England and the NHS to:

·       agree and set out the priorities for the NHS, to best meet the needs of patients and deliver value for taxpayers

·       develop NHS England’s business plan in response to its mandate from government

·       implement and continuously improve the national planning framework for the NHS

As a Head of Planning Support and Analysis, you will be responsible for the development, delivery and continuous improvement of nationally supported approaches to planning across the NHS. You will work with systems and regions to develop effective planning tools and facilitate building integrated planning capability and capacity across the NHS. This new role will also provide leadership to the work of the embedded data and analytics function and drive joint programmes of work with finance and workforce analytics teams.



Main duties of the job

You will build relationships with national, regional and external stakeholders and provide expert planning advice to NHS England regional teams and Integrated Care Boards.

The key skills and experience that we are looking for are:

·        The ability to lead the development and continuous improvement of national planning tools, analysis and related products designed to support integrated planning across the NHS

·        Experience of developing integrated operational, workforce and financial plans, including demand and capacity planning

        The leadership and relationship building skills to help drive the development of a senior planning community across the NHS and the ability to work with this community to improve planning

·        Experience of presenting, interpreting, and explaining complex and technical information and concepts to senior leaders in a clear and concise format.

  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.

Knowledge and experience

  • In depth expert knowledge acquired over a significant period of time in the following areas: • leading the development and implementation of planning approaches, tools and analysis to support the development and assurance of integrated operational and strategic plans • leading and delivering annual and strategic plans within the NHS • detailed grasp of the full range of current NHS issues and the underlying factors shaping local and national realities of health services

  • Advanced analytical skills, including triangulating workforce, finance and activity Information to support the development and assurance of integrated operational and strategic plans
  • Ability to analyse numerical and written data, assess options and draw appropriate conclusions
  • Demonstrable leadership, vision, strategic thinking and planning with strong political skills
  • Strong communication skills with the ability to communicate on complex matters and manage difficult situations
  • Lead the development and continuous improvement of national planning tools and related products designed to support integrated planning across the NHS, identifying opportunities to improve and systematically implementing the resulting actions.
  • Work alongside the Head of Activity and Planning to provide direction to the work of the embedded data and analytics function and lead joint programmes of work with finance and workforce analytics teams
  • Lead a joined-up national plan analysis and assurance process and support regions in their role, ensuring that they have access to a consistent set of information and tools.
  • Support the development of a joined-up planning leadership community at national, regional and system level and work with leaders across this community, developing strong relationships with regions and systems, designing and managing the plan collection ask and process, supporting the development of integrated planning capability and capacity across the NHS.
  • Provide expert planning advice and support to systems, regional teams and systems, including the presentation, interpretation, and explanation of complex and technical information and concepts in a clear and concise format, tailored for different audiences.
