Job overview

Emergency Preparedness, Resilience and Response (EPRR) is a core function of the NHS and is a statutory requirement of the Civil Contingencies Act (CCA) 2004. Responding to emergencies is a key requirement within the NHS Act (2006). The role of NHS England in EPRR relates to potentially disruptive threats outlined in the National Security Risk Assessment and leading the NHS response, as required, during emergency situations. These are wide ranging and may be anything from extreme weather conditions to infectious disease outbreaks, a major transport accident or a terrorist incident.

An exciting opportunity has arisen for an NHS Resilience Officer in the NHS Resilience Team. The post holder will work as part of a dynamic team in delivering key elements of the work programme.

Main duties of the job

Responsibilities include:

·       Support the Resilience team in delivering the operational implementation of national EPRR policies.

·       Support matrix working across the NHS Resilience team.

·       Participate in appropriate on call rotas in and out of hours

·       The postholder is required to undergo security vetting to an appropriate level.

The NHS Resilience team supports NHS England and the NHS in England to plan and respond to a wide range of incidents and emergencies that could affect health or patient care. The Response function within the team ensures that the organisation and NHS funded organisations within England meet the statutory requirement to appropriately and efficiently respond to and recover from all business continuity, critical, major incidents and significant operational challenges and events, thus ensuring the continued delivery of healthcare at all times remains focused on the wellbeing of the patient and the population. The Planning function within the team includes wider System Resilience, leads on the planning for national events and hosts the National Operations Centre and Business Support functions.

  • 1. Proven record in delivering effective Emergency Preparedness, Resilience and Response (EPRR Qualification).
  • 2. Working knowledge of Civil Contingencies Act (2004) and associated statutory and non-statutory guidance.
  • 3. Working knowledge of the NHS EPRR Framework and associated supporting documentation and guidance.
  • 4. A requirement for the successful candidate to be on call for the NHS Resilience team.
  • 5. Also requires the successful candidate to undertake National Security Vetting to SC level.
