Job overview

Overarching responsibility for financial management for the Midlands regional budgets. This requires:  

  •  A CCAB or CIMA qualification with extensive experience, full up to date membership and continuing professional development. 
  • Demonstrable experience of managing and prioritising a large budget with a detailed working knowledge of forecasts, reporting and consolidation of data.
  • Demonstrable experience of leading the setting of budgets.

·       Demonstrable experience of leading a team through month end processes to ensure that internal and external deadlines and requirements are met.

  • Demonstrable experience of hands-on ability to update the financial ledger.

·       Significant ability to analyse, interpret and present data to highlight issues, risks and support decision making.

·       Ability to demonstrate a high level of expertise in providing senior leadership.

·       Ability to work on own initiative and organise workload, allocating work as necessary, working to tight and often changing deadlines. 

·       Track record of providing appropriate advice, support, judgements and decision making whilst delivering value for money.

Main duties of the job

 

·       Supervision of three staff including regular one to ones and objective setting.

·       Responsibility for the consolidation of the month end numbers.

·       Overall responsibility for the forecast model ensuring timeliness, accuracy and completeness.

·       Responsibility for budget holder and heads of service reporting overall including review and assurance of the monthly reports produced by the finance business partner team.

·       Responsibility for assurance of the ledger including the month end trial balance.

·       Attendance at director budget holder meetings with the relevant team member.

·       Responsibility for annual planning including stakeholder engagement and communications.

·       Responsibility for statutory accounts work e.g analytical review, journal tracker and notes to accounts for corporate areas only.

·       Deputising for the Assistant Director of Finance on all Financial Management areas.

Detailed job description and main responsibilities

The post-holder will be responsible for the provision of a timely and responsive management accounting function to the regional budget holders and heads of service for all types of corporate budgets.

Detailed requirements are:

·       Develop a finance business partnering approach to support budget holders and managers in the Midlands region to understand and manage their budgets effectively.

·       Responsible for the budget setting process, providing leadership and direction to ensure budgets are delivered on time and to the desired quality.

·        Support compliance with Standing Financial Instructions through the provision of training and expert advice to budget holders and managers.

·       Responsible for investigating and advising on highly complex issues and providing corporate reports and strategic financial and business planning advice in this area.

·       Responsible for the development, and implementation of financial summary information in relation to financial plans and in-year performance to ensure these are properly understood and communicated in a timely fashion to other regional and national colleagues.

·       Define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

·       Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits.

·       Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders.

·       In depth analysis, interpretation and production of complex and multiple reports to highlight issues, risks and support decision making.

·       Responsible for budgets/ matching the available budget to the appropriate staff resources and projects and for ensuring that the budget breaks even, co-ordinating and monitoring expenditure.

·       Constantly strive for value for money and greater efficiency in the use of budgets, and to ensure that they operate in recurrent financial balance year on year.

·       Responsible for the day-to-day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary employee relations matters.

·        Responsible for an individual's development on the job and team performance. 

·       Responsible for own training and development.
