Job overview

·        Lead, manage and develop the services and staff of the Clinical Engineering Section of the North Wales Medical Physics Department which provides GI physiological tests, lower limb vascular Doppler studies, calibration of audiology equipment, medical illustration services, medical device training and management of equipment libraries.

·        Have direct input into, or act as a scientific consultant to, one of the specialities provided by the section.

·        Be responsible for the University Health Board’s compliance with the Medical Devices Regulations

Main duties of the job

Be responsible for all aspects of the highly specialist services provided by the Clinical Engineering Section of Medical Physics and its sub-sections.
Be responsible for providing expertise on, and leading, the University Health Board’s compliance with medical device regulations, working with relevant BCUHB executive directors.
Be the strategic lead for the section, planning future developments within the highly specialist services provided by the Clinical Engineering Section in line with national guidance, regulations etc.
Be the Medical Physics Department lead for maintaining the ISO9001 certification.
Engage with customer departments, including Audiology, Vascular Services, Gastroenterology, Surgery etc., to plan development of services and assess performance against expectations. 
Have direct clinical input in either audiology calibration, gastrointestinal physiological testing or vascular science.

Act as the budget holder for the Clinical Engineering Section, attending regular budget reviews with Finance colleagues.

Lead and line manage the staff in all of the sub-sections of the Clinical Engineering Section and manage the workload, ensuring cover for all clinical services provided by the section.
Lead the strategic direction of research and innovation.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications

Essential criteria
  • BSc Hons degree in Engineering or Physical Science
  • Scientific education and training in a Clinical Engineering subject area to PhD level or equivalent experience
Desirable criteria
  • Leadership and management qualification

Knowledge

Essential criteria
  • HCPC registration as a clinical scientist in a relevant field.
  • Evidence of CPD
Desirable criteria
  • Corporate membership of IPEM or other equivalent professional body
  • Membership of or eligibility to join the AHCS higher specialist scientist register, or equivalent AHCS registration in a relevant field
  • Accreditation by an appropriate professional body
  • Knowledge of Medical Device Regulations

Experience

Essential criteria
  • Experience of leadership and management of teams
  • Extensive experience in quality management systems (eg ISO 9001 and ISO 13485).
Desirable criteria
  • Detailed experience within: GI physiological tests and/or audiological science & calibration and/or vascular science
  • Expert experience and understanding of relevant legislation , national standards, professional and other guidelines relating to the use and application of healthcare technologies (including MHRA safety document, BS EN 60601-1, EC Medical Device Directive and Risk Management Standards.

Essential criteria
  • Strong scientific leadership, good interpersonal skills and good team player
  • Able to work on and manage a diverse range of highly complex activities at one time, meeting deadlines whenever required, examples would include: introduce a new clinical service, developing policy documents, overseeing a complex procurement project, managing a team.
  • Fully competent in standard IT application packages and able to effectively employ information management systems (e.g. asset management software) to optimise service delivery.
Desirable criteria
  • Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh

Essential criteria
  • Enhanced DBS clearance including an/a Adults and Childrens Barred List check
  • Ability to travel between sites in a timely manner
