Professional Director of Midwifery & Paediatric Nursing

The post holder is the most senior midwife in the organisation and is designated to act on behalf of the Chief Nurse to give expert advice on all matters relating to the national maternity & paediatric agenda. The post holder will attend trust board as requested to make recommendations about the strategic direction, overall provision and management of the quality, safety and patient experience for the maternity & paediatric service.
The post-holder will provide leadership and direction for Midwives and nursing staff within the Maternity & Paediatric Services and act as the point of contact for advice and expertise on all matters relating to professional midwifery issues and safeguarding children. The post holder will provide assurance to the Trust board that it meets the required NMC statutory professional functions. They must be a practicing midwife. The role is focused on the strategic delivery of high standards of maternity care within the trust.
The role has a considerable external focus working in partnership with other services across the ICS, regional and national teams, Care Quality Commission, the regional chief midwife, the royal colleges and other key stake holders. This is with the aim of developing maternity services within the trust and across the system, developing strategic vision that sustainably provides high quality care, improved clinical outcomes and experience for women and families.

This role is professionally accountable to the Chief Nurse and leads on midwifery and paediatric professional development, midwifery & nursing staffing including recruitment and retention, measuring and improving standards of care related to experience, financial management of budgets to achieve maximum efficiency and quality of care within the financial envelope available.
The post holder is responsible for several specialist services: Paediatrics, Neonatology and Gynaecology. Working with the Chief of Service and Associate Director of Operations she/he shapes and clearly defines the vision for the Division to deliver high quality, efficient and effective services that achieve national, local strategic objectives, operational targets and standards. The post holder has specific accountability for the nursing and midwifery standards within the women and children Division.
In collaboration with the Divisional Teams the post holder will provide senior midwifery and nursing expertise that facilitates the effective deployment of the midwifery and nursing workforce and secures high standards of nursing care and intervention. In conjunction with the colleagues this role will support, challenge and contribute to the performance review process. The post holder ensure the delivery of key quality, performance and governance plans and working collaboratively to deliver on the Trust’s strategic direction, finance and business agenda.

We have an exciting opportunity for a senior midwife with extensive leadership experience to join The Royal Surrey Women and Children Division, within which the Maternity service has an outstanding rating with the CQC.
The successful candidate, as part of the Divisional Triumvirate, will work closely with the Chief Nurse, senior nursing and midwifery colleagues, Clinical Directors and external partners as a visible leader for midwifery and paediatric nursing across the Trust. They are responsible for all matters relating to the national and local agenda for midwifery, gynaecology and paediatric nursing. The post holder will support the Trust on all aspects of professional practice relating to Women's services and provide professional advice directly about maternity related matters and strategic development of services.

Qualifications

- Registered Midwifery Qualification and eligible to practice
- Appropriate management and/or post graduate qualification or experience in leadership of clinical services
- Extensive experience in 8D band or equivalent leading maternity services
- Master’s Degree or equivalent academic qualification
- Mentorship/ ENB 998/PS/PA or equivalent
- Evidence of recent clinical update in all areas of midwifery & Neonatal practice
- Quality Improvement qualification

Knowledge & Experience

- Expert Knowledge of the National Maternity Agenda and evidence of working with national and regional maternity teams on key areas of work related to delivery of maternity services
- Evidence of Advanced midwifery practitioner status/ Membership of National or Regional Boards/ Faculties
- Experience of managing finances underpinning services at a divisional level, including managing divisional budgets for pay and non pay, charitable funds and education budgets Demonstrable experience of developing effective plans to support income streams to deliver enhanced services and cost improvement plans
- Effective leadership of complex human resources matters including performance management and recruitment and retention that meets the equality and diversity agenda.
- Fully conversant with the national nursing and Midwifery agenda and the impact of national initiatives on the profession
- Evidence of having developed new initiatives and leadership of implementation across systems or trust wide, including multi- professional working
- Experience of implementing service change/reconfiguration and modernising services
- Substantial nurse management experience at a divisional level across a range of multi professional groups, including within an acute setting and within community care
- Evidence of continuing professional development at a post graduate level which supports effective delivery of the maternity agenda
- Experience of effective partnership working with a range of agencies and stakeholders and the ability to positively influence service development at a system and board level
- Experience of implementing service change/reconfiguration and modernising services with a proven track record in improving patient experience and gaining public /patient views
- Ability to write and present Board level papers including experience of developing business cases
- Good understanding of current and developing NHS policy
- Sound understanding of the professional nursing and midwifery agenda
- Knowledge of the governance agenda and role of the CQC NHSLA, NHSR, NHSE, & PHE
