Clinical Head of Occupational Health

An exciting opportunity has arisen for an innovative, passionate and driven individual to work as a Clinical Head of Occupational Health within West Midlands Police. You will lead a team and deliver an integrated Occupational Health and Wellbeing service for the force, providing excellent care to enable operational delivery whilst ensuring the delivery of an effective, responsive and evidence based strategy.


The Clinical Head of Occupational Health will manage performance, ensure compliance with service levels, KPIs, audit, clinical standards & relevant legislation to name a few along with providing expert advise regarding clinical standards and practice, both within the team and to the wider force. You will undertake complex clinical casework ensuring that you promote the Force strategy whilst managing relationships within the force.

The key responsibilities for the role will involve:

·       Leading, managing and developing a comprehensive Occupational Health and Wellbeing Service, ensuring the delivery of high-quality standards, aligned to operational need and demand

·       Provide coaching and mentoring to the Occupational Health and Wellbeing team, creating a professional and supportive environment ensuring that your team have the correct skills, competencies and resource to deliver an effective and efficient service

·       Have oversight of the clinical caseload of management referrals with the OH clinicians, providing support and guidance as appropriate. 

·       Contribute to the development of the Force Wellbeing Strategy in line with the Force Vision and Values ensuring that it is effectively integrated within the People Strategy

·       Write, manage and update policies and procedures and standard operating procedures, ensuring the adoption of best practice methodology and thresholds, disseminating to staff across the organisation. 

·       To provide strategic and specialist advice and guidance within People Services and to the Force Executive Team and senior stakeholders, to support Force objectives.

·       To develop clinical protocols, policies and guidance, to ensure that delivery is in line with the relevant clinical standards and relevant legislation. 

·       To act as the senior professional Force lead to work with relevant external stakeholders e.g. the College of Policing, on the development of Occupational Health and Wellbeing solutions. 

·       Data Manage all data, confidential records and management information, to ensure compliance with medical confidentiality and data protection legislation. 

·       To be responsible for the management and development of all Occupational Health systems to ensure OH information is properly stored, managed and capable of effective reporting. 

·       To undertake relevant benchmarking information to assess June 2024 Version:1.00 and evaluate performance. Design and Delivery 

·       Be responsible for the delivery of all Occupational Health and Wellbeing activity ensuring that it complies with all relevant legislation. 

·       Develop and coordinate standards of Occupational Health practice. 

·       Implement new clinical and operational processes that are consistent with best practice

·       To be responsible for delivery and compliance of quality management and audit processes. 

·       To deliver a philosophy of excellent customer service Contract Management 

·       To manage all Occupational Health and Wellbeing contracts, including management of KPIs, performance, cost effectiveness etc

·       To lead on the procurement and provision of all Occupational Health and Wellbeing external business contracts, leading on tenders and contract negotiation. • 

·       Be responsible for and have oversight of the Occupational Health and Wellbeing budget.

Essential Criteria

·       Hold a degree or equivalent professional qualification in Occupational Health, Wellbeing or related subject

·       Relevant Clinical Qualification and active membership of a clinical body e.g GMC, NMC, HCPC, BACP

·       Prior experience of working within, and managing an Occupational Health or relevant clinical function

·       Thorough understanding of Occupational Health & Safety Legislation including the Equality Act, Medical Records Act, Data Protection, GDPR and Health & Safety at work

·       Proven ability to work at a senior level demonstrating competence of leading a large workforce whilst exercising strong leadership and motivating and developing staff with a positive organisation culture

·       Budget management 

·       Broad and in depth knowledge of Occupational Health and Wellbeing initiatives.

·       Evidence of successful application of senior leader coaching skills & Force role model with the ability to articulate and practice Force Values and appropriate behaviours

·       Evidence of being able to foster a collaborative team working environment and a strong service culture that ensures delivery of efficient, effective, quality driven service to internal stakeholders

·       Ability to partner with key stakeholders, owning and building strong, influencing relationships across the Force, in particular senior stakeholder engagement and management

·       Excellent communication, interpersonal and presentation skills & ability to work under pressure

·       Able to develop and proactively manage relationships with senior leaders, key stakeholders and partners/customers, being inspirational & Influential (both up and down) 

·       Well-developed skills in applying strategic perspective to Occupation Health and Wellbeing, including strategy, quality management, audit, coaching, negotiating, positively influencing and problem solving

Vetting:  Successful applicants will be required to pass Management Vetting and Counter-Terrorism Clearance scrutiny prior to starting their role. This includes a full background & financial disclosure.

Medical: Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.

Hours: This is a full-time post whereby working outside of standard office hours may be required. There is a requirement to work flexibly at all times with due regard to prevailing workloads and priorities. Attendance at evening and other out-of-hour meetings as required. There may be a requirement at times to travel to other locations within the Force area
