Job overview

As the Assistant Service Manager for Acute Oncology & Inpatients, you would be responsible for complex junior medical rotas across CSSS division ensuring the rota are fully compliant and that each rota is appropriately staffed and resourced without gaps whilst supporting the wellbeing and training experience of junior doctors.

The role is essential in supporting junior doctors within the designated area of responsibility and providing advice and practice support as needed to local management, medical staff, and clinical directors to help ensure and maintain EWTD compliance for junior doctors.

You would assist in service redesign where this affects the structure of current rotas and will act as the main point of contact for junior doctors to seek advice on a day-to-day basis and support in conjunction with clinical director and supervisors, service managers and the Medical Workforce and Post Graduate Education Teams.

It is essential that applicants have knowledge and understanding of rota management, ideally in line with the 2016 Terms and Conditions for Doctors in Training and have experience in budget management. Applicants should be able to demonstrate advanced theoretical and practical knowledge of complex legislation and policy directives in relation to junior doctors and ideally should have experience in project management/rota or shift coordinator and the understand, communicate, and interpret complex material.

Main duties of the job

You would be responsible for supporting the day-to-day operational management of the service and will work in partnership with the rota coordinator to develop, implement and maintain the junior doctors’ rotas.  The post holder will be responsible for reviewing the resources and systems across the division to facilitate a standardised approach and application of best practice which meet the demands of the service and to support to wellbeing of junior doctors. You would take a lead for the division in utilising the Doctors Rostering System (Health roster /Allocate) software to create and develop working patterns to ensure compliant rotas are maintained and cost effective whilst meeting service, training, and contractual requirements.

 

As the key contact for junior doctors with the Trust, there is a requirement to meet with junior doctors, consultants, service managers and other staff across the Trust to facilitate compliance and to encourage effective working relationships.

Whilst maintaining safe and compliant staffing levels, there is also a requirement to monitor and reduce agency and locum spend in line with NHS England’s NHS agency staff guidance seeking resolution within existing resource wherever possible and minimise use of bank and agency staff by critically analysing gaps and staffing levels on rotas in your area.

Detailed job description and main responsibilities

  • To support the Service Manager in the management and development of a wide service portfolio.
  • To support the delivery of high quality, cost effective provision of these Services to the Trust.

·       Provide operational management to the junior doctor function across the division ensuring that operational functions (safety, performance, staffing) are effectively monitored and achieved. This will include the responsibility for the oncology junior doctor rotas and medical out-of-hours cover for the site, through the junior doctor rota coordinator(s). Identifying risks and actions required to mitigate risks to ensure timely delivery of the objectives.

·       Undertakes complex staff planning, organising rotas including junior doctor rotas, allocating and reallocating tasks and staff on a daily basis to meet service delivery requirements

·       Identify and undertake business development projects for specific services within the directorate working with other departments to ensure service delivery and improved productivity is supported by robust business cases and options appraisals.

·       Contributes to the coordinatation and planning of complex activities for the delivery of services in liason with Matrons and Ward Managers, contributing to long-term plans and making daily adjustments in order to deliver safe and effective inpatient services

·       Support services through the production of effective systems and procedures which enable the delivery of services and reporting of activity information by operational staff, linking, where necessary with other departments to co-ordinate arrangements and continuous improvements.

·       Provide teams with information about performance and systems and ensure that such information is clearly understood to develop ownership and commitment to service delivery.

·       Maintain adequate controls on expenditure through the implementation of good budgetary practice for designated staff through effective monitoring.

  • General troubleshooting and dealing with departmental matters and correspondence not dealt with elsewhere.
  • Investigate complaints and clinical incidents within area of responsibility , ensuring that they are appropriately managed and necessary action taken, including any changes in working practices are implemented to ensure the provision of safe and effective care
  • Contribute to Root Cause Analysis (RCA) meetings and present findings and proposed actions at Executive Review Group (ERG) meetings with support from responsible Service Manager and Governance Lead as well as leading appropriate incident investigations as designated by the Service Manager.
  • Establish and maintain good links with Medical Education Team ensuring close working is possible to enable the support of Junior Medical Staff and effective service planning.
  • Attend appropriate meetings ensuring the views of the department are conveyed and actions are implemented.  Work closely with other managers to introduce new processes and improvements within the department, division and across the Trust.
  • Actively participate in meetings relevant to area of responsibility such as Inpatient Board, Inpatient Noting Board, Junior Doctor Steering Group and Service Leads ensuring that relevant issues are raised and working with other relevant key personnel to agree and implement appropriate actions.

 

Financial Management & Business Planning

 

  • Undertakes day to day budget management duties, including monitoring spend against designated budgets
  • Develops and monitors schemes and action plans to implement cash-releasing efficiency savings targets.
  • Contribute to the development of business cases to enable services to remain financially stable and responsive to the demands placed upon them. Ensures organisational procedures are deployed across department for control of activities against budget

Management Responsibility

 

  • Line management and support of staff, inclusive of junior doctors on rotation, within immediate areas of responsibility.
  • Oversee training requirements of staff within areas of responsibility, proactively looking for opportunities to enhance the team’s knowledge and skill base.

  • Support Trust strategies and policy for aspects such as recruitment & selection, discipline, grievance, performance appraisals and sickness absence

  • Ensures systems are in place within departments to identify poor performance, conduct issues and that any individuals identified are appropriately supported and managed within Trust policies.
  • Manage the processes for the recruitment and selection of staff (including setting up the interviews & completing the necessary paperwork for the eventual appointments) and induction process
  •  Manage the administration processes for temporary cover for annual leave, vacant posts and exceptional cover, for example, for sickness or maternity leave ensuring a smooth transition is maintained at all times
