Job overview

To support customers with day-to-day HR advice and support, to support the external People team(s) in providing a virtual remote HR service to the CSU, new and existing clients.  Delivery of a high-quality value for money HR Service that supports and educates staff and customers in the required process and requirements to support the employee lifecycle. The role will actively contribute to service improvement while continually reviewing processes to ensure the provision of a high-quality customer service

Main duties of the job

The post will provide 1st point of call professional expertise to employees and managers internally to SCW and externally to NHS and non-NHS customer organisations. The post holder will follow current processes.  Advise colleagues on HR processes and policy and support managers with informal processes.

To support customers with first level HR advice and informal process support.  Delivery of a high-quality value for money HR Support Service that supports and educates staff and customers in the required process and requirements to support the employee lifecycle. The role will be required to develop the knowledge and skill within the HR Support team to ensure the team are able to answer routine queries professionally in line with policy and best practice

Working for our organisation

The people Support team is a busy, fast paced team supporting multiple customers.  The post holder will report to the People Advisor operations. The role is hybrid agile working meaning you be assigned your closest base but you will work from home for the majority of your time, with requirement to attend offices for team meetings as and when required.

Detailed job description and main responsibilities

1.1.      To provide support and guidance to the People Operations Administrator/s to ensure effective triage of the people support email inbox, ensuing adherence to SLA’s escalating any failure / near misses to the People Lifecycle Advisor.

1.2.          Provide high level customer service for all HR queries and issues sent to the Team.

1.3.          Recommend improvements to policies and guidance based on updated legislation and identified trends received via People Support email inbox.

1.4.          Escalate any issues that could potentially lead to a formal process to the local People Teams

1.5.          Attend relevant training interventions and keep up to date with developments in employment legislation and HR best practice.

1.6.          To produce agendas and minutes for high-level and confidential meetings, transcribing and distributing as necessary and capturing/monitoring any actions.

1.7.          Respond to telephone, email, and written queries on behalf of the service area including call handling where appropriate.

1.8.          To support the local People teams with the arrangement of appointments, meetings, and events on behalf of the service, making bookings where necessary and ensuring all equipment and documentation is available.

1.9.          To support TUPE processes, providing due diligence information, attending meetings (group or 1:1) taking minutes where required

1.10.      To be a subject matter expert on NHS terms and conditions

1.11.      Work in partnership with the local People team to support new customers for non-NHS based employers and to adapt the required HR and HR administration support appropriately.

1.12.      Contribute and support bespoke people management training to internal and external/consultancy customers.

1.13.       To attend formal meetings / hearings and take contemporaneous minutes ensure the standard of note taking and record keeping on all employee relations matters is to a high standard.

1.14.      To guide, advise and support line managers in the informal stages of People Policies. Ensuring informal processes are adhered to in a consistency and equity way.

1.15.      Attend at formal meetings to support the local People team.

1.16.      To manage flexible working requests with managers advising of process and ensuring consistency and equity with outcomes.

1.17.      To manage the family leave processes, ensuring where required risk assessments have taken place and to liaise with managers and payroll to ensure full adherence to process in a timely manner in line with policy and best practice.

1.18.      Authorised signatory for staff overtime / bank work payments

1.19.      To draft letters as and when required ensuring timescales, policy and legislation are adhered to.

1.20.      To arrange and where appropriate attend, informal meetings with employees and line managers.

1.21.      To support the internal People team with reporting to support pay effecting pay progression.

1.22.      To manage informal absence cases, reviewing trigger / near trigger points and discussing / escalating to line manager, ensuring line manager complete all associated paperwork and is updated in ESR.

1.23.      To support local People Teams in handling a range of ER cases including supporting with the investigation of cases as required, supporting investigatory interviews, and assisting managers in presenting cases at hearings and appeals as required.

1.24.      Provide support to local People Teams with consultation meetings, including 1-to-1’s with staff affected by change.

1.25.      Support managers on good practice and the job evaluation process, providing assistance on the writing of job descriptions and person specifications, to ensure consistency of approach.

1.26.      To be a trained Job Evaluator and regularly be part of job matching panels

Knowledge & Experience

Essential criteria
  • In depth experience of managing an HR support service to Managers and customers
  • Expert knowledge of the NHS Terms and Conditions of Service
  • Demonstrable experience in NHS Job Evaluation and matching – a certified evaluator
  • Experience in the use of NHS HR systems for monitoring and reporting
  • Experience and knowledge of MS products e.g., excel word PowerPoint and Teams
  • Commercial knowledge and understanding
Desirable criteria
  • Experience in leading small to medium term projects

  • Ability to travel between sites as required
