The UK Health Security Agency (UKHSA) has been set up to provide health security and health protection for the nation by protecting from infectious disease and external hazards. We will act like no other organisation previously to mitigate threats to health before they materialise.
As Lead Business Case Manager, you will prepare and maintain a robust Business Case, which justifies the necessary investment in the project which will typically be of very high complexity. This will determine if the project is desirable, viable and achievable.
This role is aligned to the Project Delivery Capability Framework (PDCF) career pathway Business Case Manager.
UKHSA will build the nation’s health resilience and security, strengthening our ability to detect and monitor infectious diseases and external threats to health. Using robust evidence and world-leading expertise, we will go deeper to analyse threats to health, and how best to prevent and control them. UKHSA will ensure a system-wide response in partnership with local authorities, NHS, academia, global professional institutes, and industry.
The programme has a small civil service core team that manages and controls the day-to-day work. Overall, this is headed by the Programme Director, supported by a Programme Manager and a management team. There is also a client-side Project Support Office, together with a framework of specialist suppliers for design, technical project management, cost management and other disciplines.
Main duties of the job
You will be joining the UKHSA Health Security Campus Programme which has responsibility for the strategic development, co-ordination, and delivery of the new site. Although this is not just about reprovisioning facilities, it is an organisational change programme. The scope is therefore broad and not only includes “bricks and mortar” but also business change management, physical transition, staff/public engagement, communications and HR elements such as relocation.
The Lead Business Case Manager role is part of the Government Project Delivery Profession and UKHSA’s Project Delivery Resource Model.
The team are responsible for:
- Managing the delivery of the programme’s requirements, these will be used to inform our external designers. Ensuring the programme's supply chain deliver their individual packages of work in accordance with their contracts, adhering to the scope, cost, time and quality.
- Providing project leadership and guidance to junior project managers and the capabilities team.
- Achieving the delivery and close out on each of the Royal Institute of British Architect stages (RIBA).

Detailed job description and main responsibilities
As a Lead Business Case Manager your main responsibilities will include:
- Leading the planning, development and drafting of the Business Case Provide challenge to expert input where appropriate.
- Have responsibility for ensuring the Business Case follows UKHSA and Treasury requirements and makes use of lessons learned from similar projects.
- Develop guidance and provide advice to project teams on the requirements and development of the Business Case, using organisational templates and HMT 5 case model.
- Design new templates that remain aligned to UKHSA standards.
- Present Business Case rationale to senior leaders and governance boards / forums.
- Work with key stakeholders to anticipate and mitigate issues and delays whilst engaging with senior leaders.
- Ensure that all relevant organisational factors for change are incorporated within a comprehensive Business Case, including clear rationale for preferred options.
- Lead on adopting configuration management techniques to ensure the Business Case retains validity throughout the project lifecycle, updating sponsors as required.
- Lead stakeholder engagement to identify, define and quantify benefits. Negotiate to agree the key benefits and work with senior sponsors to ensure expectations are met.
- An active member of the UKHSA Project Delivery Profession Community.

Essential Criteria:
- Expert knowledge of business case development in a project or programme environment, or evidence of appropriate skills that have been gathered in a non-project environment.
- Significant experience of benefits management and governance.
- Working knowledge of budgeting and cost management, risk and issues management and business change and implementation.
- A visible leader with experience of promoting diversity, inclusion and equality of opportunity, respecting differences.
- Excellent written and verbal communication skills, with the ability to challenge effectively and professionally to ensure the correct information is presented at the right level and at the correct time.
- Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
- Ability to work independently in a fast-paced environment with multiple tasks.
- Experienced and competent in the use of MS Office applications.
Desirable
It is desirable that the candidate has knowledge and experience of Project Management Methodology supported by professional qualifications and Professional Memberships such as:
- APMG Better Business Cases Practitioner
- APM Registered Project Professional

This role is being offered as hybrid working. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London)
