Job overview

The Newcastle upon Tyne Hospitals NHS Foundation Trust seeks to appoint an EME Services Officer to become part of the senior management team within the Medical Engineering Department. We are looking for a talented and experienced candidate who will be responsible for ensuring the delivery of a safe and effective maintenance service in support of the high-quality patient care delivered by the organisation.

This is a great opportunity to join an excellent Medical Engineering and Estates Team at the heart of exciting and innovative projects that will transform and future proof our Cardio, Maternity and ITU services for our patients.

This post will have Trust wide responsibility, and a base site will be discussed at interview.

Main duties of the job

  • To provide a cost-effective service and to ensure that staff and patients have at their disposal reliable equipment that is clinically suitable, safe and diagnostically accurate.
    To provide specialist advice on the procurement, safe use and disposal of a broad spectrum of medical electronic devices, some of which are highly specialised, complex and technologically advanced, and therefore requiring an in-depth knowledge of current medical engineering principles and their applications. To promote external business generation, current income in excess of £100k.
  • The EME Services Officer is responsible for determining the most appropriate engineering solutions in order to meet specific procurement, maintenance and safety requirements in relation to medical device management and the strategic objectives of the Trust.
  • Candidates should hold a minimum of bachelor's degree in a relevant subject. Possess a comprehensive knowledge of all relevant standards, regulations and codes of practice relating to the management of medical devices and associated technologies. Have the ability to lead a team of highly skilled technicians and be able to resolve difficult situations involving the maintenance of a wide range of medical/renal/laboratory/CCTV equipment. Excellent communication skills are required along with an ability to effectively manage staff, suppliers and customers under all conditions of urgency.

Detailed job description and main responsibilities

  • The EME Services Officer is responsible for determining the most appropriate engineering solutions in order to meet specific procurement, maintenance and safety requirements in relation to medical device management and the strategic objectives of the Trust.
  • To provide a cost effective service and to ensure that staff and patients have at their disposal reliable equipment that is clinically suitable, safe and diagnostically accurate.
  • To provide specialist advice on the procurement, safe use and disposal of a broad spectrum of medical electronic devices, some of which are highly specialised, complex and technologically advanced, and therefore requiring an in depth knowledge of current medical engineering principles and their applications.
  • To promote external business generation, current income in excess of £100k.
  • Continuously provide advice and guidance to facilitate the professional development of a team of highly skilled technicians through regular individual performance reviews, identifying appropriate training needs and monitoring individual’s progress.

Line managing a multidisciplinary team of up to 30 Technicians and Team Managers, responsible for the maintenance of over 30,000 items of Medical, IT and Audio Visual equipment with an asset value of over £70m, the post holder will also be responsible for the effective control of departmental budget of £1.25m and maintenance contracts valued at approximately £2.5m.

Supporting clinical services, the EME Services Officer is responsible for the operational aspects of Medical Device Management, ensuring Medical Devices remain, safe, accurate, functional and available for patient use.

This involves developing, implementing and continually reviewing maintenance practices and schedules to ensure suitability and efficiency.

Having a lead role in major projects the EME Services Officer will be able to build and maintain effective working relationships with clinical and other support services.

The candidate should be able to demonstrate a proven track record in managing a team as well as significant experience in medical device equipment maintenance/management. The successful candidate will manage the work of the trust medical engineering teams ensuring that services are offered to the highest standard, run smoothly, efficiently and economically in a way which ensures compliance with all regulatory requirements.

  • Absence management
  • Team meetings
  • Managing and implementing change
  • Producing reports on performance and recommendations for equipment replacement
  • Incident investigation and reporting

Qualifications & Education

Essential criteria
  • Masters level qualification or degree qualification in Electronics or Medical Engineering plus Masters level knowledge and experience in a similar position

  • Managerial qualification
  • Membership of professional organisation.
  • Current driving licence

Knowledge & Experience

Essential criteria
  • Extensive experience in a Medical Engineering related field, some of which would have been in a managerial or supervisory position
  • Possess a comprehensive knowledge of all relevant standards, regulations and codes of practice relating to the management of medical devices and associated technologies
Desirable criteria
  • Experience of an ISO9001 environment.
