The Shrewsbury and Telford NHS Hospital Trust are looking to establish a financial recovery programme office (FRPO) to support the Trust deliver on its ambitious cost improvement programme for 2023 – 24 and to help support the organisation develop and deliver on future year efficiency and financial programmes to achieve its ambition of long-term financial sustainability.
The post holder will be an experienced financial, operational or clinical manager with a proven track record of delivering financial improvements and sustaining change across complex pathways with multiple stakeholders.

Main duties of the job
The post holder will be responsible to the Divisional / project leads for the effective scoping, planning and delivery of projects to timescale, budget and quality expectations, which includes the production and maintenance of all relevant plans, controls, management and effective transition into operational service provision.
The post holder will be responsible for providing and receiving complex information in relation to cost improvement programme (CIP) delivery and will possess highly developed inter-personal, communication and negotiation skills to ensure delivery of the Trust’s CIP programme. The post holder will be required to work with individuals and larger teams, always communicating the delivery message effectively.
The post holder will be responsible for assuring progress and compliance of other transformational and quality programmes within the Trust’s portfolio of programmes including escalation of key risks that impact on expected deliverables and agreed recovery plans. The production of high-quality, accurate and timely reports will form a core part of this role.

- Degree level qualification or equivalent experience
Desirable criteria
- Project management qualification, eg, PRINCE 2 practitioner
Experience
Essential criteria
- Project management experience at a senior level with evidence of leading large scale improvement projects
- Experience working in a finance operational or clinical role
- Project management at a senior level with evidence of leading and managing improvement projects
- Experience of analysing complex data with multiple components of information in both qualitative and quantitative formats
- Knowledge and understanding of drivers of financial performance, either through experience or relevant financial qualifications
- Specialist knowledge, practical application and experience in change management, modernisation, service redesign, facilitation and successful implementation of service improvements at a senior level
Desirable criteria
- NHS Senior Management experience
