The East of England Health and Justice Team is responsible for commissioning healthcare in prisons, Secure Children’s Homes, Immigration Removal Centres, Sexual Assault Referral Centres and Liaison & Diversion services in police custody and courts in the area. There is also a responsibility for liaising with the national team on services for people in the East of England who have formerly served in the armed forces.
As the Head of Health and Justice for the East of England Region, the post holder will lead and work as part of a dynamic team in delivering an effective service and supporting managers and staff across the East of England. They will provide strategic and operational leadership to the Health and Justice sector and provide advice and support to lead Directors at national and regional level.

Key objectives of the role are commissioning oversight to ensure that quality assurance and patient safety remains at the heart of the commissioning functioning and that delivery of key national programmes of work for Health and Justice are achieved. The postholder will work with the national NHS England team, UK Health Security Agency, the Ministry of Justice, Youth Justice Board, HM Prisons and Probation Service and the Home Office to secure the delivery of high quality, effective and efficient integrated services locally.
The post holder will have accountability and responsibility for the strategic and operational development of the Health and Justice Sector and for liaising with the national team on the Armed Forces sector. Plans to achieve the strategy will be underpinned by the delivery of short to medium term objectives.

Key aspects of this role will be to: -
- Ensure the strategy is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
- Ensure the development and management of relevant strategic plans, within the Sector.
- Ensure appropriate system and processes are in place to enable the implementation of the strategy plans in the new organisations.
- Proactively manage the key risks and issues associated with ensuring appropriate actions are taken to mitigate or respond.
- Monitoring and establishing accountability on the overall progress of the strategy to ensure completion within agreed timescales.

- Evidence of expertise and knowledge in the commissioning of Health and Justice, SARC and Armed Forces services and in the Health and Justice sector
- Evidence of expertise, experience and knowledge of working with local and national stakeholders (eg ICBs, HM Prison and Probation Service, Youth Justice Board) to promote the development of integrated care delivery models that put the needs of patients and clients at the heart of service commissioning.
- Demonstrable ability to use autonomy to undertake actions and set direction as a result of own interpretation of Health & Justice commissioning policy and guidance, providing a source of expert advice and strategic leadership to NHSE and partner agencies
- Significant experience of managing and prioritising a large commissioning budget with solid knowledge of financial process requirements
- Proven and significant leadership and management experience in Health and Justice services, including development of the team and delivery of major projects.
Qualifications

- Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.
- Experience of project and programme management techniques and tools such as Prince 2 or Managing Successful Project

- In depth additional expert knowledge acquired over a significant period of time in the following areas
- Subject matter expertise across a number of key areas relating to Health and Justice and Armed Forces Commissioning
- Proven and significant leadership experience and/or formal management qualification.
- Significant evidence of continued professional development
- Demonstrated expertise in a Healthcare environment.
- Significant experience and understanding of proven implementation of project management methodologies or a Prince 2 or managing successful projects practitioner
- Experience and/or understanding of the UK Health Economy Experience of successfully operating in and delivering priorities in a partnership environment.
- Experience of leading major change initiatives with entrepreneurialism in a challenging organisational environment
- Significant experience of managing and prioritising a large budget with solid knowledge of financial process requirements
- Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments.
- Member of a relevant professional body.
